Greetings!
As far as I know you aren't allow to dock for a couple of minutes if you fight in front of a station, right?
Last day I had a fight with a Gallente drone boat directly in front of a station in high sec. When damaging his structure he docked at the station and came out again, after repairing is ship. I shot him down to structure again and again he docked - but didn't dare to come out a second time. I wondered why he was able to dock while I've been unable to do that and finally came to that conclusion:
He didn't shoot. He ordered all his drones to shoot but his ship itself didn't shoot one live bullet.
So, is this expected behavior? I don't want to cry but that seems to be a little bit strange, and either everybody engaged in combat should be able to dock - or nobody...

There seem to be some rules on the timers that are different if you defend yourself or agress someone, when you agress people, timers might be longer before you can dock.
Did the guy recall his drones, wait 30 (or 60 or anyone gots the exact values?) seconds and then redock? If he could just dock few seconds after the last shot of his drones, it seems strange, the timer should work even when the weapon is a drone, it's still an aggression.
My last guess is maybe he only attacked your drones and not your ship and it may not be an aggression? -- Pocket drone carriers (tm) enthousiast ! Flying Vexor and Ishkur, Myrmidon was too slow, got ganked by 3 BC and a Megathron...

There's a sixty-second timer after you aggress before you can dock again. That includes if your drones are attacking somebody -- a couple weeks ago I lost a Raven because my drones were being difficult and wouldn't obey my "return to bay" command.
The whole dock/undock cycle is called station-tanking, and personally I think it's one of the most broken game mechanics in EVE. It should be more like five minutes before you can dock again. You shouldn't be able to escape a fight just by tanking for a little bit.

If you give your drones a "Return and Orbit" command after deploying them they will not aggress until you order them to do so. In a way it's "passive mode" for drones. --Wherever you go, there you are.
