Edited by: Eiidmac on 19/03/2007 17:58:44 My understanding of the bounty system is that a player or corporation can put a bounty on a player for multiple reasons. The player may want revenge on a pirate that podded them. A player may be griefing miners of a corporation and the corp is sending a message to that player, etc. The way I see a bounty is much like "Cowboy Beebop". Someone with money wants a player podded political, econimical, or whatever reason and so they place a bounty.
The problem I see with the current system is that players can put a bounty on themselves like Illegal Alien and then have a friend pod them. They can jump into a jump clone and a cheap ship and be killed. They can also collect a legitimate bounty on themselves by the same method mentioned above. I believe if CCP would make these three changes in the game that the problem would be solved. I realize it would take a little coding, but I think it would revive the excitement for the bounty system. If you like my suggestion please ask for a sticky or bump it to the top of the list so CCP implements it.
1. Bounties can't be collected by alternate characters. So players with two accounts couldn't log on the second account and pod themselves. If they podded themselves the bounty wouldn't be paid. I know based on credit card and address that CCP could link this information.
2. Bounties can't be collected by players from the same Corp. From a role playing perspective a player wouldn't attack a player in their corp, lest they be removed. This would prevent players from giving friend the bounty. I realize a player could leave a corp and then rejoin it, but this is the best solution I can think of.
3. Bounties can't be collected by players from the same alliance. For the same reason listed above. A corporation wouldn't want to go to war with a corp in their alliance. Hence the reason for an alliance.

Can we lay this to rest? There is atleast 1 post about the bounty system everyday that is the exact same thing. CCP hasn't done anything yet and I am sure they are thinking of a way to fix it as is. They know the problems and just haven't come up with a better solution yet...

Point 1 is virtually unfixable. Your suggestion solves nothing as a friend in another corp could collect or your alt created under your girlfriends information could be used or blah blah blah many work arounds.
If 1 doesn't matter the other 2 don't either.

1) Three problems: GTCs, different credit cards, and real-life friends. This would just be a minor annoyance, and not actually accomplish anything. Even without this, I haven't always used an alt of my own to collect my bounty, I've had a friend do it when I don't want to fly an alt out to 0.0.
2-3) Absolutely not. For one thing, why would the corp-mate use their main when they can just use an alt? And it takes away a perfect opportunity for bounty hunting: get into their corp and pod them anywhere, any time.

People have been begging for a better bounty system since Day #1. CCP has yet to change anything.
That said I think the solution has been offered up on these forums before and better still the groundwork for it is already in place.
- Just allow trading of Kill Rights. Rather than place a bounty on someone who has killed you you offer up the kill rights you got and a payment.
- People who want to collect that kill right should have to pay a 500,000 ISK fee (non-refundable for CONCORD to look the other way). This would discourage people collecting their own killrights and letting them expire. Of course you should not be able to pickup a kill right against yourself nor should any of your corp mates. As mentioned above this can be gotten around but you put what road blocks in you can and not make it easy.
- Make kill rights only searchable in the region you are in. Again this makes it harder for pirates to try to circumvent the system by having an ALT grab all their kill rights (they'd have to drive all over to see if a contract is out on them or log in and out on numerous ALTs in different regions).
- Say a pirate kills 20 peeps in one night. Someone else could collect all 20 (costing them 10 million but with greater rewards possible) and be really motivated to go find that guy and get him. Or a team of bounty hunters could snap up multiple contracts so they can go after the bad guys as a group.
- Really do not like a particular pirate? Put out an order to "buy" someone else's kill rights so you can go after them if you want.
- Kill rights allow for no sec hit crap or hi sec crap getting in the way of collecting.

And the moment you get that, I'm going to horribly exploit it, and you're going to start whining to put things back to the way they are now. Lets look at this hypothetical situation:
1) I want to kill a pirate.
2) I send an alt in a bait ship to get killed.
3) My alt "sells" the kill rights to my main.
4) My main now has the pirate kill on sight, anywhere, anytime, and concord's protection to ensure I get the first shot.

Because any halfway intelligent pirate is going to look at the character's age. A pirate might hesitate to engage an experienced player, but happily go after a week-old newbie.

How about this fix: Bounties are placed on characters as before. When that character's ship is popped, the bounty is paid up to the insurance value of the ship; if this is less than the bounty on the character, the remainder is still available to be collected by other bounty hunters.
So if wanted criminal Peter Pirate has a 100M ISK bounty and is killed while flying his Drake, the intrepid bounty hunter will receive 38M ISK from the bounty pool. 62M remain to be collected.
Admittedly, the insurance value of T2 ships is a problem, but if a guy with a price on his head wants to fly around in a T2 ship, then more power to him.
