BTW this is just a farce, though the idea in and of itself of various people just paying others to take out targets (Via contract if you want) isn't a bad one.

Actually the real solution to bounties is that pirates don't be asses and collect their own, since that's the issue that we're mainly trying to circumvent here.
But obviously that can't happen. Thus, we have the problem.

All CCP has to do is state "if you collect your own bounty, even using 3rd parties you will be charged 100X the ammount of the bounty".
If they just investigated large bounties and actually charged 100x the bounty to involved partys wallets then the problem would sort out itself.
Who is going to risk collecting half of a 100mill bounty (giving half to someone to kill them) if at any time in the future CCP could come back and suck 10 billion out of their wallet (even it it stick them WAYYYYY in the negative). ------------------------------- C.D's Formula for success ------------------------------- Credit Card = Game Time Card Gametime Card = ISK Therefore Credit Card = ISK.

Why take the risk of them not going bankrupt? Just call it an exploit and be done with it. After all, it IS an exploit to pod yourself with an alt as that was never intended. A corpmate, that's a little different.
But regardless it couldn't be policed this way either. So we need to fix the system in another way.

I really think kill contracts is the way to go.
Bounties should not be spur of the moment, they should be a profession. A person should look at all the kill contracts in his region, and then pick the ones he likes and go talk to his locater agent.

A good solution, I think, is a variant on contracts.
Set up a "bounty contract", with an ISK payout and possible reward for additional criteria, like "bring me his frozen corpse and get a bonus".
Bounty hunter seeks contracts out, indicates he or she is willing to take said contract or proposes alternate terms.
Contract issuer is informed, and at some point before the contract expires, can choose from one or more of those offering to collect. Contract issuer grants contract to hunter of choice, after (one assumes) checking into history, and so forth, to make sure that the hunter really is. Maybe a means to check up on the results of other bounty contracts offered, so that the better hunters build up a reputation.
Once contract is granted to bounty hunter, the game's on. Issuance of ISK is automatic for podding, and for other criteria, the hunter must meet that to the issuer's satisfaction (in the above example, delivering the corpse), who then authorizes the release of the bonus.
Could use some tightening up, but is a good start, I think.
