tax rate is set by the CEO on the Details sub tab of the Home tab under corporation. Depending on the rate, each member gets taxed on mission rat bounties and mission payout.
No other item is taxed by the corporation. |

They may dont pay taxes because they dont get any income from bounties. Change corp members to mission runners and ratters only.

You kick out all the corp members that are not mission-runners, and you recruit only corp members that run missions. Note that they may not want to join your corp, if you don't provide anything in return for these taxes.
The game only taxes missions and the bounty ISK from killing NPC pirates / mission pirates. ALSO, there's a tax relief for poors, if they only do level 1 or level 2 missions, where the rats pay only 5k, 10k isk, they don't even get taxes.
If you want to tax ore or minerals or production, you have to create a MANUAL system to keep track of what they should pay as taxes. |

They lie or don't know what is going on. You cannot set corporate tax on an individual level. It is an all or nothing item. Once set, any NPC bounty payout or mission payout/bonus is taxed with that tax going into the corp wallet. |

Also you may tell everyone in corp to pay you 10M ISK every month for corporation party with strippers and blackjack. If they will say there are none of this things, tell them "Aha, what do you think this 10M is for, and how much did you give already?"
If you get cash from them, disband corp, biomass chaaracter, make another corporation, repeat sheme.

FWIW the game only takes the tax if the bountyu payout is over 100k on any given tick. (I think it's 100k).
So if they only kill 80k worth of rats, no tax will be extracted for that tick.
Furthermore, mining, market sales, contract sales, etc, are all nontaxed (by the corporation).

If you're looking for a reliable way to "tax" things that the automatic system doesn't (like minerals etc.) and excellect way to do it is to set up containers for each member where they can just drop off their goods.
You can easily check the value of the goods with a number of external tools that support copy/paste, then do simple math on the goods (for example, if you want to offer 95% mineral buying, just value the minerals, multiple the value by .95, and directly send the member that amount)
Then you just wait until you have a hauler full of stuff and go sell it at the market rate.
Your member have to do less of their own busywork for hauling and market checking, and the "loot tax" can be adjusted to break even on your hauling costs, or even make the corp a little profit for the corp bank.
You can't FORCE people to opt in to such a tax system, but like a real life government, people are generally willing to pay their dues when they get valuable services in return. My mineral buyback program set up this way has been pretty successful for our corp and it is very easy to run. |

You're forgetting one very important piece of the puzzle when making a corp - get people who know or are willing to learn PvP. You will get war dec'd and your mission runners will not leave the station. There goes all your tax profits until you either destroy the enemy or wait it out.
member priority should be: PvP Missions Mining and everything else.
