ive looked around and nto seen anything on where to get this, ive noticed its more costly than the other agent offer books.
so how would i get one? is it just a higher agent offer or?

Should be available at certain schools for 200k. It's a normal npc seeded skillbook like e.g. gallente frigate.

I have learned this skill to level 2 and didn't see any changes in my standings with pirate corps and fractions. Is Criminal Connection skill working at all?

Could it be that crim. conn. only works if you have positive standings with the pirates? So if you have negative diplomacy kicks in instead of crim. connections?

not useless, you can run missions for pirate factions.
just have takes alot of preplanning to not kill that faction of rats ever, adn by the time anyone ever really thinks about doing that...generally their standing is sscrewed.
but it can be done, and i guess its quite lucrative

Not necessarily ... I ran a lot of Gallente missions and never ran into enough Guristas to hurt my faction standing with them, and only ever ratted in Serpentis and Angel areas. So now I can run missions for the Guristas; have made it up to level 2 agents so far with intermittent missioning. I've yet to find out how lucrative it really is... --------- Currently offering high-sec POS standings service for 0.5 systems within the Gallente Federation. Evemail me for details. |

How low is too low of standing to recover? I think my Serpentis standing is -2.2, is it too late? I have not trained any of the standing bonus skills yet.

Base -5.00 is lowest... that's barely compensable with skills (Diplomacy L5). Get to -5.01 and bye bye faction, unless you deliberately sabotage (for instance) your Caldari standing to gain some Guristas standing... or you grind to get storylines for Guristas-friendly factions (that is, if you CAN access agents from factions friendly to them). _ MySkills | Module/Rig stacknerfing explained |

So, Serpentis, eh ?
If you're only at -2.2 (base) with Serpentis, just train up a few levels of Diplomacy (L3 should do it) and go run missions directly for L1 low quality Serpentis agents.
For friends/foes, just open up showinfo on desired faction.
In the "relations" tab, in the "likes" and "liked by" tabs, you can see those friends I was talking about. For Serpentis, that would be the Angels. Run missions for Angels, whenever you do an Angels storyline, you also get a Serpentis faction standing increase alongside an Angels faction standing increase.
Same relations tab, but in the "dislikes" and "disliked by" tabs, you can find the foes. The greatest foe of Serpentis are the Gallente. If you intentionally keep failing missions for the Gallente, your Serpentis standing will go up (same will happend for Caldari, Amarr and other faction standings of people who dislike and are disliked by the Gallente).

Just be careful, this last method is a borderline situation that might even be classed as an exploit in some cases. There's no official classification as exploit right now, and there are plenty of downsides too (you might lose access to the agent in question too), so it might actually be a "legitimate course of action". Apply at own risk. No, I had no official response about this being an exploit or not (I've asked/petitioned once the change was made to how mission refusal works)... so I can only assume it is NOT classed as an exploit (mainly due to the disadvantages, and the fact you are actually hurting yourself in some aspects as you help yourself in other aspects). _ MySkills | Module/Rig stacknerfing explained |

I just found out from a friend that I could lose security status by working for Serpentis... so the appeal of this idea is wearing off.
