A shuttle is your starting point - no skills required. Its great at giving recon to buddies etc and is pretty cheap though I don't think you can insure it (doh), most people use an alt (which your not) so it may be good to make one and put him in it.
After this is a noob ship, though my alts prefer the shuttle 9 times out of 10 because it seems to align faster. Saying that, going nekkid in a pod aligns the fastest I think...if your just up for recon that is
Alittle more skilling and you can be in a covert ops, racial frig V, Electronics Upgrades V and the covert ops skill to IV (so you can fit the cloak) which you will need to level IV (because you will want to use the Covert Ops Cloak II in a covert ops ship as it is the only one you can warp cloaked in). Training some Navigation skills could also be a good thang at this point, for a MWD and alignment and speed etc. Even for a low grade snake set (so you travel faster whilst cloaked).
Since you now have covert ops frig to IV you are nearly at the summit, the recon class cruiser, HALELUIAH! All you need is racial cruiser to V, Sig Analysis V and Spaceship command V and the recon ship skill to IV. Why IV? cos setting up your ship with less than this can be tough, unless you have an infinite amount of faction gear around I guess.
So now what, well, here the story ends...for now. To be truely good at recon takes much practice, the path is long and hard and the flesh will be weak but the mind willing. Go now, I wish you luck.
Ps> I cannot be held responsible for the truth of the above said post <-- this is not my sig.

It really depends on which kind of recon ship you want to fly.
Combat recon is more oriented towards using stealth as a tool to enter into combat on your own terms with intel operations slightly more complicated by the limitations of the cloaking device. Force recon is more oriented towards intel and fleet support through lower dps, better cloaker, and cynosural field fuel requirement bonus. Both are good ships.
Covert ops cloaker ii requires higher skills to use.
If you are all about the intel, you want a force recon ship.
At a minimum, of course, you need all the skills required for the recon skill AND all the skills required to fly the recon ship you are targetting.
You will want the EW related skill associated with the kind of EW your ship does and the other EW support skills to enhance range and strength.
If you want to scan people out of their hidey holes, you will want survey 5, you will need astrometrics 5, and you will want the 3 support skills that make your scanning results more reliable. These are the same skills used for exploration, so you get a little bonus there.
Don't even think about this without electronics 5, electronic upgrades 5, and engineering 5 or you will never get a decent fit. Faction items can help a lot, some are generally available and not too bad if you have a good ISK making machine somewhere. You will need cloaking 4 and recon 4 at a minimum for the same reasons.
If you are doing exploration / scanning enemies, use the electronics rigs that enhance scanning speed. Otherwise, use any defense or attack rig that will not chew up CPU so much that it borks your fitting. .....

The advanced learnings only need learnings @ level 4 now. for recon ships. you are going to need race cruiser 5 - so get used to using those and all the skills for them, [as well as Covert ops 4] it's a long grind, skilsl wise but you should have fun onthe way really.
