Has anybody else noticed this? Every time my agent gives me a mission in low sec space and I turn it down, the next mission will also be in low sec space as well. This seems to happen on both of my accounts. Kind of like they are trying to force us into low sec weather we like it or not.

Think you just had a run of bad luck. I have turned down missions in to low sec before and not had another one follow.
I think the Agent AI is not thinking about low sec much if at all. The Agent just picks from a list of missions and has some range for how far they may send you on that mission (say no more than 4 jumps). If the system you are in is within 4 jumps of low sec you have a chance of being sent there.
You can find agents where low sec is nowhere near them and thus you never get sent to low sec. Also, your rewards are all based on the sec system the originating agent is in so you get no extra reward if that agent sends you to 0.3 system instead of a 1.0 system.

Coudl be just bad luck and there are 2 low sec systems within 4 jumps of me. But it is wierd that every time i get a low sec mission and i turn it down, the next one is always a lowsec mission as well. I do like this system though, very little trafic so no lag here. Awww crap it just happened again. I ended up with worlds colide in low sec, naw I dont think so......grumble grumble grumble.

It could just be perception, but while grinding standing I've had the same thing happen. Turn down a mission, get same exact mission to the same lowsec system. Over and over. And the percentage of lowsec missions appears to be much higher than pre-1.4.
What helps to get the random number generator unstuck: don't immediately press 'back' and ask for another mission. Talk to another agent, even remotely.
I've had much better luck with that approach.
On the bright side, I could swear it now takes 2.5 and not 4 hours for the agent to un-hose.

If your agent is located near low sec space it will have a natural inclination to send you there.

Also, the higher quality agents, I have found, do not do this nearly as much. Lower quality agents seem to be coded to be a bit more 'rogue' in their wanting to place you in harm's way.
