Hello
I do some occasionally mining and up to now i have been selling the Ore straight to market. Recently i have skilled up and will buy the 4% implant for maximum refine rate.
I have noticed that there is a there is a refining tax when using a reprocessing plant in a station and in a citadel.
Question
1. if you own a citadel do you get all refining for free or is there still an base NPC tax to which the owner adds their percentage

It's for free if you are the owner of the citadel.
But: A citadel consumes fuel for this service module, so you really need to mine a lot to make this worthwhile.
As the owner you can also open your citadel for the public and allow them to use your Reprocessing Service for a fee. This can help to earn the fuel costs or even bring some profit.
All citadels with a Reprocessing Service have at least 52% efficiency, while the NPC stations have either 30% (very bad!) or 50%.
Some citadels also have 54% efficiency or even higher in Lowsec (not sure) / Nullsec.
The reprocessing fee in NPC stations depends on your personal standing with the owner corporation. You can raise your standings with the corporation by running missions for them and by training the skill "Connections".
At 6,67 standing they will allow you to use the Reprocessing Service for free!
But using NPC stations is somehow outdated now and should only be considered if no public citadel with a reasonable fee is around. You can use the Structure Browser from the Neocom-Menu (category Business) to find all public citadels around. You can also see the fee there.
Before you buy and launch your own citadel, be sure that you understand the risks and the costs of ownership. Citadels can be destroyed...
One more tip: All citadels with Reprocessing also offer Ore Compression. And up to now the owner can't charge you for using compression. Depending on where you are it could be better to compress the ore and sell it in a big trade hub like Jita or Amarr. Prices for compressed ore are often better, because it's much easier to transport. Some Nullsec dwellers can ship this stuff to Nullsec and reprocess with higher efficiency there, allowing better prices.
Maybe you should speak with the owner of the citadel before using Compression all the time. There are different opinions about whether or not Compression should be chargeable. The fact remains that the owner has to buy fuel and needs to defend the citadel. And owners can block your access.

Thanks you for this mate and if i could like it twice i would. the citadel owner is charging 4% on refining tax and i have so much ore that it would cost be about 400 million to get it all converted to minerals. |

Unless I am mistaken, an unrigged citadel with reprocessing service gives 50% reprocessing regardless of location. The 52%/54% (in highsec) comes from T1/T2 materials reclamation rigs. Lowsec and nullsec get additional bonuses on the rigs.
To get 60% base in null I think would require T2 rigs (50% unrigged, 58.24% T1, 60.48% T2). Please correct me if I am wrong.

It's a slap in the face to use someone else's compression service for free. That's why I always choose to do compression in whichever structure has the highest reprocessing tax...
Seriously, CCP, please fix free compression!

I have 10 billion isk worth of Ore. I do have a life i promise.
I have noticed that some peoples greed just get on top of them and they would rather charge 4% and get very little isk then charge 1% and have everyone using them |

If you use the implant you should be around 79-80% yield which probably doesn't look good if you compare it to the aforementioned 87 (I didn't know you could get that much tbh) but it's basically free except for the hour of fuel you'll spend when you online the pos. |
