But again, I didn't lose my ship
I did however lose two hours of my life waiting to jump through a gate, but I dunno if can petetion for those hours to be given back?

If it's true that some of the dreadnoughts are being refunded, when they were quite clearly lost because they were bubbled and outgunned (nothing to do with lag) then it's a disgrace. Who says the Cryolition doesn't have friends in 'high up' places, eh?

The ones who actually loaded and managed to shoot anything really shouldn't get reimbursed obviously.
But many people never loaded the system, lagged completely and weren't able to react or even try jumping out after the POS died, so I can't really see what's wrong with petitioning those. It's up to CCP to decide, if or how they can distinguish between those two cases.
About the whole being bubbled thing.. many people managed to jump out just fine, so it's not like there was even near perfect coverage.

Utter rubbish. Capital pilots jumping in to a system get some of the lightest lag of any players. Of course some pilots were able to jump out.... that's not the issue. It just seems to be an incredible coincidence that the pilots who 'failed to load' happened to be the same ones that were bubbled, eh?
Smells to me like someone's getting some very 'favourable' treatment...

If i lost a very expensive dreadnought like that then i would petition and expect to get it back. Since the only difference between successfully petitioning for a lost bantum in a belt in [insert laggy system] and losing a dread in such laggy circumstances is the value of the lost ship then of course they will be successful. Since when has the value of the lost ship been a factor in whether a gm decides to give you your ship back. If u die without even being able to fire a shot or see your enemy due to lag then that is plainly wrong and the loss should be recovered. Give me one ubiased reason why people who lagged out completely won't (not shouldn't) get there ship back.
Many must have got them returned (i clearly do not know) but I doubt you will ever hear about it since it is not exactly tactically astute to let the 'enemy' know.
Either way the thought makes me

Thank you for revealing you have no clue what happened.
The only one claiming that the people who 'failed to load' were in bubbles is you. It is simply a reality that probably 50% of the cap ships jumping in couldn't move/see anything or activate any modules.
For your reference, if you think there was 'the lightest of lag', this is what I saw for about 20 minutes after jumping to a cyno at the POS: http://www.razor-eve.org/images/revel1.JPG - note the jump-in was at about 20:40.
Warping took about 10-15 minutes to take effect. After trying to warp out and back to the POS (another ~10-20 minutes), I heard that it was dead and jumped out (~5 minutes). After talking to other people, I was fairly lucky in that I could actually warp and activate modules - although not see any targets at less than 30au. Some people were of course more lucky and could actually shoot something.

So you can start an assault, kill a capital pos or even titan in it and get your ships replaced afterwards, while the defender has lost the pos or uncompleted titan.
Now I think they should remove ship reimbursement alltogether !

I'm quite sure plenty of ships will not be and should not be replaced.
But for ships that were never able to see any targets or fire any shots, why not.

QFE. Seems to be a technique the Cryolition are starting to rely on heavily. Logoffski and Lagonski. Spam a system with numbers, lose the fight, cry about it on the forums, then petition furiously.
I seriously hope that it's not true that a significant number were reimbursed. Would be VERY fishy if that was the case.

I thought the issue of reimbursement had less to do with the veracity of a claim and more with the adopted attitude by CCP that pilots knowing full well of lag situations and still risking their ships would not be reimbursed..
Is this true? Also, why is there no PR from CCP letting everyone know the decisions they make in these situations? I cant imagine propaganda about whether or not ships are reimbursed is a part of the game, so why not for large battles a simple reply from CCP saying "yes we determined that 13 dreads never fully loaded the system and so were reimbursed, etc etc" or something.

Basically, this is one of my personal key points when criticising CCP. How is the petetions generally handled? Is there a firm ruleset? If so, where is it for the players to see? Case by case handling and flexibility in these rules are ofcourse positive, but as it is now, it seems to be a lottery combined with the mood the specific GM that decides if you get your ship reimbursted or not.
To be honest, this is the same issue as we are seeing with GM's. What is the GM policies regarding being in leading positions of alliances, of handling friends/enemies petetions?
All these things should be accesible to the players, so we know what to expect, and how the things behind the scene work.
However, we are left with "finding another company" where the transparency is better than CCP's.
