which Gallante or Caldari HAC would be better suited to ratting in the new regions.
Also I'd like it to be able to switch to PvP quite quickly.

Probably Gall as Drones are easier to Armor tank.

how would a Cerb fare? Or an Eagle since it's so cheap compared to the others.

I think a cerb works just fine. I had one for ratting, but actually prefer the drake. A drake with a passive shield tank and light T2 drones is very efficient and quick to rat with. And yes i rat in the drone region.

I would prefer ishtar, armor tank, drones, maybe some blasters and 2 salvagers.

an ishtar can run 2 medium armor reps and a AB indefinitly. it is a good ratting ship
but if your caught with your pants down, you will die, so watch local
persoanlly if i where ratting in 0.0. i would get a carrier buddy to assign me 5 fighters. and i would sit in a t2 hauler [the fast ones with +2 stabs inbuilt] rat and collect with taht
wonder if that would work

I had a friend who did that once.
Was ratting in my clunky abaddon and he comes through in a t2 indie and i'm like 'wtf, is he going to steal my ore?' and then i see the 5 fighters follow him :P
really the best way to rat.

Could also try a myrm. It can rat even the biggest spawns with a ratting setup and is alot cheaper to lose.

no point to use hac imo.
Use myrm.
The only hac i can think of (but it's not gallente nor caldari) is the zealot.

use a deimos its the fastest ratting ship in the game due to its speed and dps. I use to rat in a deimos and it was very effective... just my two cents

Personally I use a sac, whilst it's not what you asked it may help you choose between the Hac's
No ammo usage, great tank, reasonable cargo hold and it's cheap I find it's the most cost effective Hac for ratting the drone regions.
It's plenty good enough so I don't bother with anything else..

The problem with drone ratting is the massive amounts of loot.
I would never use a hac for that apart from the ishtar.
I always stand still, chaining a spawn with a tractor beam and salvager and loot into a jet can.
It is like mining.

Deimos sucks. You spend 95% of the time mwding around and 5% of the time shooting.
Also needs ammo so no room for alloys whatsoever.

zealot is perfect uses no ammo but the sacrilege is all you need 4 heavy beam II , 2 x hs II ,10mn ab II , decent web
warp in kill all small rats , while orbiting big
far too easy to be honest

Why settle for less? :P
Invention is doing magic to hac prices, zealot is fairly affordable now I'd say!

sac is so cheap you can't ignore it , i tried both and went sac as has nearly double the cargo hold.
