I need some advice guys.
I have 3 bil isk worth of mainly faction mods taking up 2,000 m3
The journey is high sec to Jita and high sec all the way there through 17 jumps.
What I'd like to know is what sort of collateral I put on it, and how much should I pay? |

I'd use Red Frog or Push Industries. Check out what collateral is their max. Then split the shipments into appropriate portions.

You could try the haulers channel, for me that would be about 3.75bn collateral and I would start by offering 1m per jump, you could try for 750k per jump and see what you get, it depends if people can bundle it in with other stuff.
When the going gets tough the Gankers get their CSM rep to change mechanics in their favour.

No collateral though, as it's only highsec. |

Put it out there just like that, set to public. You don't have to use the big haulers for this sort of thing. I usually set my collateral so something a bit higher than it's actual value and set the reward as 2% of whatever the collateral is as a base. I've had stuff hauled from Sakht in Aridia to Jita for that on public courier.
I think services like Red Frog are better when you have a ton of stuff that needs to leave Jita for a specific place. Going public for anything headed back to Jita is super reliable and at worst they fail it and you get your money anyway. (unless you forgot a 0)
Check out the ingame channel Haulers Channel and don't be afraid to link your courier contracts in there. The calculator thing they have is a joke. Just do the 2% thing they aren't worth that much

If the collateral is less than the value, you run the risk that the hauler will simply fail the contract and keep the goods.
If you are willing to pay 10 million/jump you can split the cargo into 3 1 billion contracts with 1 billion collateral and use a reputable organization like Red Frog. You can calculate the cost here http://red-frog.org/jumps.php |

I'd probably break it up into several smaller collateral packages. 10 smaller contracts each paying 1m/jump are probably going to get picked up much faster than one 3b+ at 10m/jump, 3b is a lot to sink into one shipment. That said I wouldn't be surprised to see one person pick up all the packages and deliver them at the same time.
in my experience courier contracts to jita get picked up quickly good luck and remember to set the collateral.

As others have said, you can either split it into multiple contracts so you can use Red Frog without tempting their haulers, or you can just put up public contracts.
And while some extra money will move a contract even with a 3+ bil ISK collateral attached, I suggest splitting your mods into several contracts even if you go public, it'll help move everything faster.
Another tip: Before making your contract, take a look at what other people are paying for similar contracts, just to avoid either under- or overpaying.
Personally, I would split your stuff into three contracts of about equal worth, then set the collateral on every contract to 1,25 billion ISK. (If public, if I'd wanted to use Red Frog, I would obviously make four contracts to stay below 1 bill collateral each.)
