I would like something like a tournament, but smaller in scale. An area where a pre-arranged number of ships can enter for a battle. Like a 1:1 or 3:3 match.
A place that is not only PvP but also PvE in a literal sense of the word. Where not only the opponent is a problem, but also the area itself, with nebulas, were you can hide in, but have your hull slowly eaten away or random plasma lightning with a chance to hit anything inside a certain area. Also mazes of Jumpgates, that would make it difficult to navigate.
This arena could serve as a testing ground for the promised tactical environments. Also places of fun were players can meet each other without having to worry about the ever increasing blobs. Players who do not wish to participate directly could place bets on the players inside and maybe watch battles via EVE-TV.
If you say, that EVE PvP is never fair and should never be, you have an argument. But these arenas are also something that is optional. It would by no means change the warfare of EVE and only provide a different PvP option, or a way to make or lose ISK.

Step 1: Go to 0.0 Step 2: Anchor GSCs as boundary posts Step 3: Send invitations Step 4: Charge fee for use of facilities Step 5: Sell ammo, ships, hardware at station/outpost Step 6: FRAPS Step 7: Profit!
Add in races, probe and directional scanning scavenger hunts, other events. Start an alliance based on that service and become a famous entrepreneur.

And after you spended the millions of isk and skillpoints, enjoy the incoming armada of a player corp destroy everything you build so hard and thank them as fast as possible that they sended you directly back to hospital were you bought your last clone.

Err no... primary purpose of eve is player conquest and the ability for players to effect the gaming world itself (0.0, outposts, etc), hence 0.0 alliances getting most of the love with the newer content, carebears, especially empire ones aren't the main player base and not what CCP cares about...

I'm not sure I know what a carebear is anymore. The only people left that I'd call "carebears" are the newbies who still haven't realized that EvE's "endgame" includes PvP combat and that it (the endgame) starts when you undock during training, and the people who have gotten into tens of millions of skillpoints without figuring that out. The former are forgivable, the latter are not.
If you want an option to have PvP fights without it having an impact on your acquisition of wealth and skills, get out. PvP fights aren't a sidebar, they aren't a hobby, and they aren't an idle interest. They're core gameplay, and they affect the world, to a greater or lesser extent.
I'd like to be able to spend an afternoon flying a Titan, using jumpgates and taking screenshots and touching off a doomsday device. I can't do that, becaue I am not in a position to do it. If you aren't in a position to engage in PvP properly, then you don't get to do PvP. Period.

I never said, that the arena should have no impact on skills or wealth and I never said, that it should be without consequences.
