Other than the blog posted by CCP Falcon on billboard submissions, I couldn't find any posts relating to the title subject; so I apologise it there is a similar post already floating around.
Other than getting ship models from caldariprimeponyclub.com; I was wondering if anyone could please direct me towards some programs and or tutorials that would be useful in creating such an advertisement. Im very much interested in trying to making a billboard submission for the salvaging corp Pro Synergy; but IGÇÖm very new to this thing and would like to try and teach myself the how toGÇÖs.
If anyone has any information or knows where to directed me, I would be very grateful indeed.

The simplest method I would suggest is Blender -> Adobe After Effects. Blender is a Free-For-Any-Purpose 3D modeling program, and Adobe After Effects is a very entry-tier video editing program. Both will have a lot of community support, tutorials, and plugins. They're both as intuitive as you'll get, so stick with it even if they seem overwhelming.
Also look for a series called Classroom In A Book, published by Adobe for their products. Pretty sure After Effects will have one, and it's the same instruction you'd get in a classroom. Lesson-based to expose you to different parts of the program in a gradual way.

I think this type of goal-oriented learning is the best for these programs. The motivation of wanting to produce a propaganda video for Pro Synergy is a lot better than learning a program all the way through and then hoping something creative comes out of it at the end.
If you have a vision in mind and are looking for the tools to accomplish it, you've already overcome the creativity void. Between a creativity dilemma or a technical one, I prefer yours, the technical dilemma.
So. Keep it up, your motivation is as good as any.
Don't stop until it looks cool, and publish as soon as it does.

Just to add I dont suppose you know of a way I can get module models up and animated at all? caldariprimeponyclub.com unfortunatly does not have the Noctis ship model and will only show ship models. Specifically IGÇÖm after a Tractor Beam II and a Salvager II models with their respective animations.

There are a few options but I suggest doing without the modules. I doubt anyone will notice or question if the modules are absent from the hull. And the laser effect you should probably mimic in After Effects.
The other options are very labor intensive. You could create the module model. You could use a screenshot of the module and composite it into your video in After Effects.
But overall I think the best plan is to have laser effects shoot out from the wingtips of the Noctis without modules added. It's just as effective and not only would it be fine with some other graphics in the scene, but the billboards are viewed from a distance in Hangar. There's also a holographic dither effect applied to videos that help hide what's going on.
If you have a Noctis on screen with salvage lasers in the air, you're past 90% and the point gets across. Our imaginations fill in the gaps in these situations.

Wait hold on. You could also get a fraps of a Noctis salvaging in-game and then use that as a video base in After Effects. Do your edits and add lettering and other interesting bits in there.

I was hoping get a blank background, otherwise I guess IGÇÖll have to do it. I think IGÇÖm starting to think about it too much. I'll stick with simple :)
