Assuming that setup, would it be better than a raven? I have no idea how to fit a raven regularly, also Gist c-type XL's are 600mil vs c-type large's 150.
EDIT: I guess I should say I'm not going to be spending 1bil on a ship, I want the best ship to do L4's with the least amount of money spent, but still do them in a reasonable amount of time.

Better than a Raven in what way? It'll tank better but it won't have nearly the same damage output. Probably about balanced between them, but i'd go for the NH cause it's more fun, faster, and better vs scrambling frigs in an emergency.

I've found that more DPS is better for lvl 4s than tanking. Go with the Raven.

Hello, and welcome to "why the frack do you activetank a mission Nighthawk if you want a cheap and effective setup" ? The only problem is in skills/implants needed to fit that... shouldn't be a problem for a NH user, you probably have all needed skills already anyway.
6x HML II + whatever fits 3x T2 (active/passive) hardners/invuls + 2x LSE II 3x BCU II + 2x SPR II (or go "more tanky" with 2x BCU II + 3x SPR II) 2x Purger I
Same damage output, better tank, a bit more vulnerable to NOS but who cares. With 2 SPRs, should be able to fit T2 EM/Invul/Invul and run them forever (no-NOS situation) with maxed out cap skills. You won't even need to ever swap your hardners for any L4 mission, unless you go against Blood Raiders and you're silly enough to sit in their NOS range. Switch to passive resistance amps for full passive setup (up to 3 SPRs or even 4 SPRs if needed) and no longer care about NOS at all, ever.
Active-tanking a NH is only better (compared to passive tanking it) for the uberfat wallets... faction boosters, officer PDUs, crystal implants. A T1 passive tank beats a T2 activetank on a NH, and a T2 passive tank beats a "budget" faction active tank. _ MySkills | Module/Rig stacknerfing explained |

I actually use a gisti A-type on the NH, taken from my level 4 mission running Cerberus.
Do the Guristas, can do everyone no issues.
