Say a wardec is winding down. I fire missiles at someone and in the 10 seconds it takes them to hit the target, the war ends. Do I get CONCORDed? |

No, because the second you engage a wartarget you have a limited engagement active.
Even if the wardec expires, the limited engagement is still active and you are free to continue the fight. |

Scipio has the correct answer.
This can also be used by people who are Suspect to gain limited engagements with part of a fleet that they know will either be hesitant to engage non-flashy targets or heading into High Sec soon to gain limited engagements with a few of them, trail them, and then re-engage when their Suspect status wears off.
Worst case the fleet kills them and they get a bunch of Kill Rights, best case they get to pick off a few people for more or less free when their friends can't or won't do anything to help. |

I watched a guy pull this off perfectly on the Perimeter gate. Aggro one ship out of 5 just as his suspect timer ended. 4 people watched that ship go down in flames and couldn't engage. GG.

This is actually not how this works in regards to wars ending and limited engagement timers. In short, you are wrong.

I've had it where a war started whilst one of my characters was undocked and none of the targets showed up as flashy until I docked and then undocked. It was disappointing as I was hoping to catch them off guard. Not sure if that was a bug or is intended though.

You need a session change for it to update properly, which is why it started showing correctly when you docked and undocked.
