I just fundamentally don't understand the concept. Is it as simple as stuffing it in a cargo hold (somehow) and anchoring it?
If I smuggle in the components, how is it actually constructed? Do you have to anchor a POS, build the Citadel and then anchor it?

Stuff it in the cargo hold, warp to a spot in space, right click and select launch for corporation, right click in space and choose to anchor it. 24 hours later it'll be up and running.
One thing you can do is go onto the test server and play around with doing this. They only cost 100 isk there and you can figure things out there without any real risk.

You're missing the part where medium citadels are only 8000m3, you can haul them in with a t1 hauler no problem. The only time you need to build a citadel in a hole is for large or extra large, they are to big to haul into WH C4 and lower. |

Actually, you can haul large citadels into C2 - C4 using Orca with both expander modules and rigs. |

As long as you have good skill you don't even need a max cargo fit, 2XT1 rigs and 2 expanders give you just over 80k.

Getting it in is the easy part. Most (IMO) important thing here to mention is the 24 hr timer when your new shiny Citadel is anchoring and at end of which becomes vulnerable to attack. Sure in a C1 you wont have to worry about a battleship fleet coming in to expode it but you do still have 24 hours where anyone from HS under the mass restriction can come in and see your timer counting down. Rolling or critting your static then proceding to monitor your hole would be a good idea. |
