The problem like always is not that one side can't be touched, but that one side is actually interested how the game mechanics work and work out ways to to use them in their favour. In most traditional games that would be called 'game strategy' or simply 'playing the game', carebears in EVE call it 'exploitiation of game mechanics'.
The other side has no interest in doing so and rather comes to the forums to whine for nerfs to the enemy and more isolation. It has always been this way and IZ is one of the biggest whiners since forever. Don't expect a rational discussion.

They are already warned if they are at the keyboard. If you are targeted by a scanner you get an animation and a sound.
The only thing that would change is that instead of scanning with the scout ship they would bring in an alt in a noobship with a scanner to do the job.
Also most AG will not shoot a suspect in anything with weapons since they have no NPC support
But hey, I don't say don't implement it. I just say it wont change much

The only thing you will change is making this mechanik unavailable for people who have a problem going suspect. And no you will not need to get a new omega account, every account has 3 char slots and you don't need your ganking char until you scanned something worthwile.
Fun fact: I don't scann mining ships anymore because more often than not it spooks them and they usually dock up. Progress obviously and another victory for the New Order.

I dont know if it was intended, but it doesnt really matter. If you meditate really hard on that question and think about why there is a red security setting and a CONCORD game mechanic in the first place, maybe you will find it out on your own.

Actually I said it will have no effect since it has an easy workaround. It is a waste of time and just another 'one more nerf and it will be fixed' bs. Even frekin Infinity Ziona who would jump on every idea which makes ganking harder told him it's a stupid idea. If that isn't a clear sign I don't know what will be.

The value of fit/cargo data, as ascertained by a scanning ship, has been established. The capacity to do so, is not in dispute. But the cost/risk of that action, is. The scanning ships must suffer equivalent risk to their action. Currently, they suffer none, If you want that fit/cargo data, which is so important, then suffer a cost as well.
1) Risk/reward is a metric to balance NPC drop rates and has nothing to do with player interaction. 2) To make a special rule for just one of many scanning technics where you suddenly go suspect is unintuitive and not obvious from a gameplay perspectve, which is bad. 3) It only affects people who would circumvent it with alts 10s after the patch is deployed. To think a suspect noobship with a t1 cargo scanner fitted will add any content is just stupid.
As some already demonstrated all your pro arguments could basically be made for something completely different like shooting NPCs, which just shows how bad those arguments are.

Risk/reward is a metric the developer balances NPC drop rates with and not player interaction. The risk/reward in player interactions is self balancing since people will adopt to others behaviour. The whole basis of your argumentation is flawed.
