1.Band of Brothers. BOB is undisputedly the single greatest power in Eve. Their successful ability to farm high skillpoint pvp characters over several years and sticking to it's philosophy of elitisism seems to have paid off. (I mean, they wouldnt even accept an old corp like Shinra into its ranks for the single reason that it had a mix of old and new chars)
2.Red Alliance. Prolly the next alliance in-line to get a Titan to support its massive dread fleet.
3.Dusk and Dawn. Although, they seem to have been weakened from the Ev0ke brake-off.

Military strength, or military finesse?
I think strength would be goons, RA, BOB.
Finesse would be MC, BOB and -A-.
Course, I dunno much about the northern alliances.
The universe is hostile, so impersonal, devour to survive, so it is, so it's always been.

Sometimes I wonder if threads like this are created for BoB to pick their next target, since they ARE the best PVP alliance in the game. So, it should go something like this:
MC
Strengths: Great leadership, good capital fleet, great HQ location ( in BoB space)
Weaknesses: Not great numbers, dependable on others for income.
Goons
Strengths: Good leadership, great numbers, respectable finances
Weaknesses: noobs, lack of capital fleet, dependent on others.
AAA
Strengths: good leadership but... (see below), good capital fleet, time zone advantage, good finances.
Weaknesses: low numbers, leadership arrogance, canĈt play nice with others.
D2
Strengths: Good numbers, good capital fleet, lots of friends, great industrial base and finances.
Weaknesses: Questionable leadership, little arrogant, a lot of care bears
Now, this is just my opinion and please forgive me if IĈm not correct on all points, as I have no 1st hand data, just what I get from these forums.

To MC. Hardcore Mofos. When you show up, everyone of you, knows their role. And your cap ship and MS pilots are some of the best
RA...AWSOME capital fleet, and they know how to use it 
oh.. them BOB guys...Masters of Psi war. They do not even need to be on the battle field and they can achieve objectives. Their slaves are the most dedicated in game. Quite impressive

1. BOB- Well they are BOB, they literally have best of both worlds (indy/pvp)
2. RA- They were knocked down to 1 station and came back from that and against all odds to take all their old space back basically.
3. FIX- How many times has someone tried to kill these guys?
