I have not looked around to see if this has been asked, so do not take offence in it. On some missions there are stations in the mission areas that are either destroyed, wrecked or abandoned. With the changes going into affect in the near future with the player stations, why not make it where if you find a abandoned or wrecked station and be able to fix and use them? There is a skill for outpost construction but all you need is to get level 1 with the current game mechanics. You could make more skills to compliment the outpost construction skill. something like this. Outpost Construction 1 builds and places player station. Outpost Construction 3 you try to bring the abandoned stations docking bays online, ( seeing as this is a old NPC station only allow what can be used on the player stations to be used equal to the player stations of that size and type. ) Outpost Construction 5 Allows a new skill, something along the lines of " Outpost Restoration "
With the new skill at level 1 to 5 you can bring different parts of these stations on-line. With each level you can bring 1 part of that station on-line. Which will open up another skill, Outpost Rebuilding, "not a clue what to try and call it," Level 1 for the equal modules of the smaller stations, level 3 for modules of the middle size stations and level 5 for the large stations.
I may of opened a can of worms here but I believe it could useable, someone could get a foothold deep in enemy space, or create a distraction from a greater target, forcing the opposing force to divert resources to deal with it.
Just my thought on that.

Problem number 1, you've now made scenery a balance parameter.
Problem number 2, There are literally hundreds of those missions and sites done every day. If it's in any way meaningfully cheaper to make Stations/Citadels/Whatever through this method then that will become the only method of making them.
Problem number 3, it is in no way a desirable game mechanic for it to become incredibly easy to establish a strong forward position in enemy territory as you are proposing. In fact the current anchoring mechanics in sov null actively avert this.
Oh and on top of all the gameplay concerns from a lore perspective those station ruins are gutted wrecks that are literally at the point of "it'd be cheaper to start again from scratch" since anything of value in them has generally been picked clean, and the remnants are radiation soaked rusted out wrecks of vacuum warped metal with no usable parts remaining. |

you do need something to do with the outpost skill though, sinc eoutpost were changed/ being phased out I have removed outpost construction lvl 5 from my queue and find im running out of skills that unlock things other than to train nothing but lvl 5s for a small bonus here and there.
