Capital energy neuts are not 100% effective against smaller targets, they lose effectiveness. This keeps some balance, meaning a capital ship cannot easily totally empty the cap of a battleship or cruiser.
It seems a strange situation that this balance check only applies to capital neuts. Exactly the same situation of large neuts being too effective against medium and small ships occurs.
And yet large neuts are 100% effective against cruisers and frigates. Also, medium neuts being 100% effective against frigates. A neut fit battleship or cruiser can easily empty the cap of smaller ship classes. Unless you course you're flying a capless setup or spamming capacitor boosters, either of which seem to be a requirement if you wish to do any kind of pvp. Even cap boosters won't help much against a larger neut heavy ship, however.
Can anyone tell me if there is a good reason that capital neuts suffer diminished effectiveness vs battleships and below yet this does not apply to non capitals neuts? |

It's the capital ones that are broken. Neuts were fine until someone decided the capital one needed castration, now a single BS can solo a carrier under neut pressure which is rediculous.

The whole idea behind needing large neuts against small ships is you can cap them out to escape.
If a cepter has you pointed, for example, you can neut him out and HOPEFULLY warp out of what is most definitely about to not be a successful encounter for you.
Honestly, I think a carrier should be able to apply neut pressure to battleships. Maybe not 100%, but definitely enough that they're capped out in 2-3 cycles without some cap boosters. Carriers are intended to be anti-subcap.
That said... everything in eve needs a counter, and battleships are ironically a good counter to an anti-subcap carrier. |

for years carriers were limited to using large neuts, cap neuts are a rather new item. I assume they are intended to be used in cap vs cap fights, which is why they are designed to be ineffective vs subcaps.

How does that help the capital ship that needs to apply neut pressure to a smaller ship? |

Just curious, couldn't you put a smaller neut on a carrier--e.g. a large one? If your goal is to neut out a ceptor wouldn't large neuts suffice?
[Honest question, I haven't played with carrier fits in ages.]
