What kind of setup would be strong enough for a new character with a Punisher? What can I put in to improve my survivability in this frigate, since dps output doesn't seem to be a problem.
My skills are still very limited, and I would like some advice for my level.

High 3x 200mm autocannon I 1x small nosferatu
Med 1x 1mn Afterburner 1x 7.5km warp scram
Low 1x small armor rep I 1x 200mm player 2x capacitor power relay.
I used this T2 setup to kill a Rifter fitted with T2 guns. You can also hunt missile cruisers and BC, and most ratting-turrent based ships. Keep the heck away from Thoraxes, Vexors and Arbitrators.

Looks pretty good at quick inspection.

I would go with a setup like that, but use EAMN and DC instead of the CPRs. Make the most of the punishers nice little tank and the nos should give you enough cap anyway.

That looks like a very good setup for pvp,thank. Will it do just as well for PvE missions at the earliest stages of a character's career?

If you don't want to do pvp in it, replace the scram with a mod of your choice, maybe a webber.

On Punishers that I'm going to use for light PvE, I tend to fit:
Highs 3x dual light beam laser (with multifrequency ammo for short range and standard ammo for medium range) 1x nosferatu (if you have the skills) Mids 1x 1mn Afterburner 1x Cap Recharger Lows 1x small armor repairer 1x energized adaptive nano membrane 2x capacitor power relay
This should take care of most NPC frigates without problems and do very well against Blood Raider and Sansha cruisers. Once your Engineering and Electronics skills improve you'll be able to fit bigger guns. You'll be able to run everything forever if you put a second capacitor recharger in place of the afterburner - if you don't you should be able to run everything for quite a long time anyway.
You'll be able to do most Level 1 missions except Worlds Collide and Rogue Drone Harassment.
Possible upgrade paths would be: Coercer (if you don't have enough ISK for a cruiser) Arbitrator (if you have good drone skills) Omen (if you want to do damage) Maller (if you want to survive damage) ----- That glorious ship is a Templar-class fighter, the sword of light and purity which our carriers shall drive into the hearts of the Minmatar heretics! |

I'm with Polysynchronicity on the fitting with the slight exception that I'd fit an energised thermic resistance mod and an energised adaptive nano and drop one of the low slot cap rechargers - your nos should let you keep your cap high enough.
Amarr ships are weak against thermal damage and "racial enemies" (Bloods/ Sansha's) tend to deal that out.
I prefer energised resists as they don't drain cap in combat and i prefer resists to plates for pve because i last longer that way

imo, ACs are really a better choice for a ship like that with low cap and no gun bonus. However, I guess you are a newer player who already has laser skills from creation, so you might be better off with the setups above.

I'm enjoying the setups that everyone has offered so far, and finally got AC up while using Laser in the mean time.
One last question: Is the Punisher one of the more popular and most used frigates in serious fleet vs fleet action? Is it a viable frigate in the end-game PvP level?

Well, I wasn't aware there was an end-game PvP level ...
However, at the "professional" level, T2 is considered the mainstay. The Punisher's T2 versions, the Retribution and Vengeance, fit different roles - the Retribution is vulnerable with its capacitor use, but can do good damage for an Assault Frigate, but its other more critical weakness is it only has a single midslot (boo). In gangs, where you have other people webbing and scrambling the targets, a Retribution will do great, solo its simply not viable.
Vengeance is better on the solo game with 3 midslots, and will also allow you to tackle for bigger ships. Its cap is more stable, and it has a better tank as its designed along the same lines as a Sacrilege (the tank-oriented Amarr HAC), but its damage suffers for this tanking power.
Neither are first-rate Assault Frigates, but neither are they complete Pariahs - they're okay . Among the other T1 frigates though, its not bad, the Rifter and either Kestrel or Merlin are as good if not better, but its definitely the hardest of them all to kill.
