Because me and a corp-mate tried it today and it does not change anything. I have the high skill, and he gets the same amount. Should we use mining frigates/barges for this to work? We were in a gang, and close, so I don't know what more to try.

It works, did you form your gang into a fleet?
The skill affects your mining amount on each mining laser.

On the overview there's a white arrow saying "> Gang".
Click the little arrow and "convert to fleet". You then have to move yourself as squad commander (assuming it's you who has the skill) and your friend as a squad member to get the bonus.

If I am not the squad commander it won't work? Because it says the highest bonus for the group is taken into account and not always the commander is the best miner...

I think so, but I'm not sure.
If there's a green light it means you're getting bonuses, if its red then you're not.

Ok, so everyone else get the bonus, but not me, right? I get the green light only when I am Wing commander, but I don't get any bonuses. That's when I form a one-man fleet :)

Assumed the following : You have mining foreman skill, and u have leadership skilled (at least lvl 1,so u can pass bonusus to 2 peeps)
Convert gang to fleet -> make yourself squad commander,and your mate squad member.
both should receive bonuses

I tested the exact proposed solution (squad commander, squad member) yesterday and it worked. So I can confirm that it still works, though I didn't test if both get the bonus.

It works. If you're not getting it to work it's because you're doing something wrong. For example, if you have Leadership 1 and 3 in the gang, it won't work. If one of you is docked, it won't work. If you're not in the same system it won't work. If you didn't convert to a fleet and make the person with the skill the squad commander it won't work.
Lots of ways to make it not work.
