I plan on flying solo in a single person corp in high sec, and I want to war dec some corps in the area. Have people in eve start wars with 2 or so people, by utilizing hit and run tactics? I'm sure a well skilled player can take on a 20 rookie corp, what you think?

I think a 20 pilot rookie corp would kick you into the next universe if they would read for 10 mins into the forums and get their stuff together :-)
All they would need is like 2 - 5 people to permacamp you

if you pick your targets well and can get info on thier members then im sure you will be ok.

Guerrilla Warfare.
If they are not tight-knit and based in just one system where they can provide support for eachother at all times, you can use locator agents and prey on individuals that are scattered. If they have enough co-ordination to not fly alone, you can employ "nanostrategies" and try to separate the faster ships from the slower ones, and take them out. You can also make a variety of sniping bookmarks in their home systems and try to snipe the smaller ships while warping around to avoid being caught. Force recons are like tailored for this kind of warfare. ---

Edited by: Kara Mori on 28/05/2007 14:17:02 I'm willing to bet actually if you got 2 Domi's together with some remote reps in the highs and cap injected, you could kill upwards of 10-12 of them if they're just in t1 cruisers (pretty likely if they're new) with no losses. That would be hella fun if you ask me...though you'd likely only get one good battle and then they'd be afraid to come out if you won.
So definitely lose the first one, win the second, lose the 3rd etc. etc. until they finally decide it's not worth it. And then war dec another 20ish man newbie corp in another area, rinse repeat. That's what EVE is REALLY about 
Edit: Oh, and I know purposefully losing costs you some money, so to keep costs down just do t1 fitted domi's. You should only lose about maybe 20 mil a domi if you do insurance. That's well worth killing 8 or 9 cruisers if you ask me.

Yes you can. If they are rookies they might not understand in the start what empire war means. You use hit and run attacks(HAC,recons and CS). You can also use sniping(might not work so well after hp boost).
1-2 vs 20+ Is possible to win and get some decent kills.
