What is the ues of this module? Do anyone use it? What can be changed to make it better?
The logic of the module is simple, it adds +% to your armor value, without the penalty of added weight a pure plate has.
So far so good, but lets look at some numbers: Abaddon base armor 8500 1600mm T2 plate, 4200 Energized regenerative plating +15% armor Energized Adaptive Membrane +20% resistance
If i slap on a ERP to my abaddon i get a whopping 1275 armor! \o/ That's as much a a T2 400m plate! (1053)
If i slap on a EANM i get the equivalent of 10625 armor, or +2125 armor! That's without adding in the benefit of 20% more effective repairs due to resistance (as i assume you all know the logic behind).
To summarize, and partly flogging an old horse: ERP sucks, and is a lousy and ill concieved module.
What could be changed for the better?! There is one module shield tankers have, that there's no equivalent among armor tankers for. Shield boost amplification. Now look at this modules name again: Energized Regerative Plating.
From the description: "Uses advanced magnetic Field generators to strengthen the Nanobot Plating integrity."
Now, wouldn't it be logical if ERP instead of simply adding +armor% added +armor rep% instead? The description already fits, when repairing it strengthens the nanobot plating integrity.
I'd say it'd need a small improvement in bonus value, although it'd work/help with the current, but this need to another thread: Why is low slots worth less than medium slots? From a ship balancing view it seems all slots are equal but looking at modules they never are.

If they would change that module to act in the same as a shield boost amplifier, shield vs. armor tank balance needs to be looked at all over again. Right now 1 XL + 1 amp is ~ 2 large reppers both in hp/s and cap/s . Add "armor rep amps" and it messes that up.
As for low slots being "worth less" then mid slots, simple: EW, webbers and scramblers. I don't see that many that fit in low-slots that have a big impact on pvp performance(just damage mods and armor tank iirc) Crystal-Slave, that way?

We already have it in Shield boost and boost amp, right? (Cyclone e.g.)
With the exception of capital ships, when is it better with +15% armor compared to +20% resist?

I agree that the module is hardly useful as it is right now. I don't think its a good idea to copy a module armor tanks don't have from shield tanking, and put it in just because "they have it."
There are differences between shield and armor tanking, but the concepts behind them are pretty similar. They ought to be differentiated more, not made more similar to each other.
It would be cool if the module did something useful that fell in line with its name and description. What if, instead of being like a shield boost amplifier, it did either did what its supposed to, but boosted enough to make it worth fitting, or maybe change it to something entirely new. When I first saw the things, I imagined they would give a sort of armor HOT - that could be kinda cool.
