You gonna have to verify the legality for your country before proceding but, here it goes:
Subscribe the phone number in question to every posible anoying service. Good examples are, party lines, date services, naughty forums, promotions and telemarketing sites, etc.
If done well, the phone's owner will be very anoyed to the point of changing the phone number ... I know it works because.... ehm ... a friend of mine did it.

Remember the numbers above and below it. Reverse some of the critical numbers and remember those phone numbers. Tell yourself each day your going to memorize one new number. Then after a few weeks of memorizing bad numbers you won't be sure which one is the real one. Then when your drunk and you try to call that girl who broke your heart you'll end up calling dozens of poor folks who will curse you out.
Remember to make the list of numbers BEFORE hand so after the first day you don't see the real number.
Example.
number 212-245-2356
Memorize
212-245-2365 212-245-3256 212-254-2356 212-245-2565 212-245-2655 212-244-2655 212-245-3665 212-242-5665 212-242-4665
And don't forget to destroy the notes when your done. leave no hint for that moment of weakness.

Focus on the future and the possitives that will result from not making that phone call. Even if you manage to trick yourself into forgetting that number, you will just find another way of getting hold of it.

For some reason i seem to forgot numbers as soon as i dont need them anymore. Even some that might have been quite handy.
Work office codes, ex-gf numbers, work numbers.
As soon as i get a new job or break up with someone they just slip my mind.

Short version- You're stuffed
Long version- Unfortunately, there's not much you can do. Long-term memory is just that, your brain has decided that a piece of information is vital enough or has been accessed enough that it should be permanently accessible, and the only real way of removing it (well, the only way that won't hurt like hell and probably kill you) is time. Ductoris' idea would work extremely well in cases of short term memory, but long term memory is relatively immune to that kind of thing. Would probably work when you're drunk though. There's also the possibility (I'm assuming this is a girl, it's usually the case) that the phone number has been incorporated into your definition of the girl (put simply, your brain considers her phone number to be linked to her as strongly as, say, her hair colour), in which case the only way it's going to fade is over time. I'd go into a little more detail, but I leant someone my textbook on the subject and wouldn't be comfortable spouting anything more indepth without double checking :) )
