Will we come out of the patch at war or will the patch just deduct the usual 1 hour downtime? Otherwise it won't give them much time to prepare.

I do not know (read that again)...this is just speculation on my part cuz I'm bored and can't play EVE.
At a guess I'd think the war dec would be in effect when the servers come back up. All it is is an entry in a database (e.g. "War dec made at 19/06/2007 01:59:00"). When the system comes back up and checks and does a little math to find the required 24 hours is passed was is afoot.
Unless the Devs specifically tweak that somehow my money is on War next time you log in.
Hadn't thought of that but clever really.

I think its more likely that when the servers finaly come back up, the war will be over and the attacker will be out the war dec fee

I'm guessing as you said the timer goes on despite what else is and we'll come out of the patch guns blazing, it would be nice with some definite answers though.

Poses run out of fuel during long downtimes, so we'll have to assume that time passes even though there is no one to watch the clock tick. Same goes for wardecs too, I guess.

While I do expect the timer to completely ignore the downtime for patching and thus the war be verry much hot when the game comes back up...
... I sure hope CCP has predicted this and fixes it so that only 1 hour has passed for wars going hot.

EvE Time is GMT the server being down does not alter this and thus the war is still due to be active at that set time, server up or not. It's not a bug either it's as it should work, like i said server being down does not effect what time it is.

We all assumed as much, still the 24 hours notice is there for a reason, giving both sides ample time to prepare, this not being the case here.

CCP will probably have enough to deal with without a flurry of these petitions (although who knows...may not be that many).
Ideally CCP would just proactively reset all pending war decs to 24 hours from the next server startup time.
