Yes you are missing something. Quite a bit. This BPO is used for tritanium compression. Each unit of passive targeter will take 17K units of trit to build, which takes up only 5m3 in its module form, but a lot more in its trit form.
300 passive targetters take up 1500m3 but are 4.7mil trit which is 47Km3. Do the math and figure out why theyr handy to use whe hauling around large quantities of trit.
You are also failing badly to understand the cost of research on a BPO, or the time it takes to research these to ME100. With full skills it takes 8 days to research up that high. I also assume you dont run a POS or know about fuel costs or making a profit for your time.
So yes you are missing tons.

Why ME 100 if u want as much trit as possible in targetters?
I thought that ME research make stuff 10% (perfect) less in materials need?

Yes traditionally so did I. But I have reproed loot drop, built through different ME/PE numbers and low and behold you put less in and get the same out. Bug? Dont know tbh, but that was the way it turned out for me. If you have different values please let me know.
Yeah ideally with these it should be ME0 and high PEs for fast production, but....this is Eve, not reality. ;)
