The Fix: This problem, as well as many others end-users are experiencing post-patch, is a direct result of the localiztion of the prefs.ini file to "C:\Documents and Settings\%USERNAME%\Local Settings\Application Data\CCP\EVE\settings"
To fix this you will need to load EVE from a shortcut. Create one on your desktop and enter the following into the section labeled "target:"
D:\CCP\EVE\eve.exe /end /LUA:OFF
Ensure that the file path is correct of course. The important part is to add " /end /LUA:OFF" so that EVE find your old prefs.ini file in your cache folder.
This fixed the graphical glitch mentioned above for me as well as many other members of my corporation. These other members kept EVE windowed to play multiple version simultaneously and often on more than one monitor. Of course this glitch is highly irritating for the end-user in such a situation where the game client(s) are always windowed. They conflict with each other as you switch between them.
To CCP: Please reconsider this change as it does not benefit the end-user or yourselves. Instead it only complicates things and creates several bugs in which we, as users, have to find solutions. Unfortunately this fix prevents users such as myself from using programs such as EVE Launcher to place our windows in a pleasing way that hides the borders. Please re-consider this unneccessary change as it has caused this glitch as well as many others documented on this forum.
On a brighter note, thank you for fixing the glitching planets. I have faith that you will fix this as well.

Out of curiosity, is anyone else having this issue and does this suggested fix work for them as well?

It happens on a nvidia card with antialiasing turned on. You probably had it turned on through the advanced preference setting in your old cache. Turn it off and its fine.
