This is a game mechanic that is exploited heavily by people smartbombing stargates waiting for unlucky individuals who are not aware of the 30s session change from jumping between systems.
Whatever reason CCP has, either do 1 of 2 things, make sure EVERY GATE in the game takes more then 30s to jump to (even with Inty's OR reduce the Session change timer on Jumping from system to system.
as it is right now, it's a game mechanic known to very few people, and those that do know it take advatage of it to greif players.
Amamake is a prime example...

How did you manage to lose 5 ships before you realised how session changes work? --------------

From what I understand from what I have read it's not really possible to remove session change timers atm.
They are not there to stop you from jumping back thru a gate too fast or to stop you from changing ship too fast from a balancing standpoint but to make sure players don't get stuck when being handed over between nodes.
Was a devblog a while ago where they hinted at the removal of session change timers might be possible with the rewrite of the network layer they are doing. ---------------------------------------- A Guide to Scan Probing in Revelations |

thats part of the game mechanics, if fixable or not , its a part of eve that ads challenge to the game. you see the distance is short-> you wait cloaked before warping; your to stupid or careless-> you die Murphy's law m8 thats wot makes eve a good game, its survival of the fittest ....or bob

I didn't realise it was a feature of the game and lost a flycatcher a few months back to this. I petitioned it with the session change message pasted and got my ship back plus mods that were not looted.
So is it a bug or not?

It isn't so much a balancing issue as it is a game breaking one, that is, without them, the game breaks.
Before they were introduced it was possible to change ship, etc, before the session had changed over and your character would be "stuck" in limbo until a GM was able to move you. This is why session changes were introduced and why they won't ever be removed.

Ok, so someone is sitting at a gate with a bunch of smartbombs. I warp to the gate at 0km and jump through.
At what point does the session timer get me ganked?

you jump trough, a timer starts, if you reach the next gate before 30seconds have past you wont jump trough untill 30seconds have past since the last jump :)
and if that gate has smartbombers too, you're f00ked

Or you could engage your brain, check how far away the next gate is, if you think it might take you under 30seconds to get there just stay cloaked a little longer. --------------

I love gatecamps and I love danger.
but I feel that using smartbombs in this manner is an exploit
as was/is killing ships in Jita as they undock and are too lagged to respond.
but thats just my 2isk's worth.
