I want to get into ratting in 0.0 eventually. Are there any corps/alliances out in 0.0 that are friendly or at least non-aggressive and will allow noobs to enter their space for a low cost? I was originally going to ask BOB for permission since they are powerful enough to have space safe from other corps but I can't even dream of affording it.

I think iac have something like that, but they're always flip flopping so i wouldn't trust em, your best bet is to join a corp/alliance -------------------------

Most corps operate on an nbsi policy (not blue, shoot it). There might be a few out there, but I have no idea who they are. Most likely you'll need to join up with a 0.0 corp if you want to do some 0.0 ratting and survive. You might be able to get away with it in npc 0.0 space (syndicate etc), but generally those places are hell-holes and should be avoided at all cost (rats aren't too great either)

just join the corp...
why try this alone? You can rat by yourself without corp mates if you so wish to AFTER your in the Corp.

I don't know how new you are but the point to remember is that you probably think a fee/rent of say 10 mil a week is ridiculously expensive, but it is nothing. If you have a BS in 0.0 you can earn about 10 mil/hour ratting.
The route you need to take, imho, is to get your skills up to at least BC and preferably BS level (including a decent fitting so just going for BS 1 doesnt cut it!) then venture out to 0.0 with a corp that is established there. Many corps provide advice/support to complete newbs in empire until they are ready for 0.0 - then the transition in either the same corp or a sister corp is relatively easy. Have a look around and choose a corp that fits with your character/playtime/aims.

Get a cruiser and go to syndicate. Make sure you use a less-popular entry point such as TXW- and not PF-. Then you don't have to ask permission from anyone.

You may not need permission to dock but there are only a few systems that are not claimed by an Alliance or infested with pirates. If you head out there to rat expect to lose your ship. If I was going to ninja-rat out in Syndicate I'd take a good "cheap" cruiser with platinum insurance, maybe with prototype cloak if you can swing it. Find deserted system and rat away. You can make around 5-10M per hour.
