if you're running L4's, that setup will get you killed (or, you will be warping out constantly).
A good "cheap" setup, it doesn't run perma tank, but it runs good enough:
6x Arbalest (or Caldari Navy) Cruise Launchers 1x Drone Augmentor 1x Heavy Diminishing NOS
1x Large Shield Booster II 1x Large Shield Extender II 4x Shield Hardeners II (2x of each damage type)
2x BCU II (or Caldari Navy) 2x Shadow Serpentis PDS (they are fairly cheap, around 50 mill each) 1x Damage Control II
3x CCC rigs

This may be an unpopular post, but anyway, a decent perm run raven costs a damn fortune XL Gisti C's going for 1.2 bill atm.
I had a Drake, dread invuln's, dread bcu, LSE2's SPR's.
I bought a navy raven and a set of navy cruise's - looked at my 1 billion isk left- looked at an X-large gisti- and shaking my head slapped all my Drake gear on my navy raven. Set up as below.
Highs- CN Cruises (cheap now)
Mids- 2 Dread Invuln's 4 LSE2's Low's -2 dread BCU 3 SPR
Rigs 3 shield purger's
Cost me noting , ran about 20 missions so far without an issue 200dps regen with max skill and impants, resist's are nothing great about 65, 75, 80, 58 from memory.
Just a thought as an alernative to the X-Large gisti permarun - or the PITA cap injector....thats if your movin' up from a Drake and have a couple decent invuln's.

Rigs: 1 CCC 2 Shield Resist Rigs (I actually have 1 Therm & 1 Kin)
Drones: 5 Light 5 Meds
Runs forever without the Nos, and has crazy resists.

This is my Raven setup. I use the Gist X-type large booster.
Raven:
6x T2 Torps
1x Gist X-type Large Shield Booster 1x T2 Shield Amplifier 4x T2 Shield Hardeners (switch them up depending on missions)
3x T2 BCU's 2x T2 Power Diagnostic Systems
3x CCC Rigs
Implant: Low Grade Crystal Implant Set
Works like a charm. Never had a problem with it. Shield is almost always at 100%.

highs: 6 cruise launchers 2 whatever Mids: 1 XL T2 booster, 1 T2 boost amp, 2 race specific hardeners t2, or 2 t2 invuls, 2 cap recharger 2s. Lows: 3 Cap flux coils t2, 2 Bcu's t2 Rigs: 3 ccc's t1.
At its worst (when using a t2 em and t2 thermal) this setup can tank 362dps in em and 453dps in thermal, not great but its enough if you are carful and read up on the missions u do. With decent skills this perma runs and can take most lvl4 dmg as long as u dont mass aggro.

I'm new to the level 4 game, and I want to make sure I'm ready for it. Here's my suggestion / setup for review by the community.
Raven:
HI SLOT 6x Arbalest Siege Launcher
MED SLOT 3x Tech II Rat hardeners (interchangeable) 1x Tech II XL Shield Booster 1x Tech II Shield Boost Amp 1x Tech II Cap Booster (loaded with 800's)
LOW SLOT 3x Tech II PDS 2x Tech II BCU

That's all she wrote. Now, I know this is similar to a setup already posted, however I have one question about it.
There's two debates I'm having about the setup with some people:
First: Should I bother putting a Heavy Nos in one of my free Hi-slots? Most are telling me that the 25km range on it is too far within where I'm going to be firing from, and I won't get any use out of it.
Second: Should I replace the Cap Booster II with a Cap Recharger II? The cap recharger brings my overall charge time down about 80 seconds, but I got some advice that said I'd be better off able to boost my cap and control the influx only when I need it most.
Comments? I'd really like some feedback on this.

That was similar to my previous setup. The difference is that I had 2 Diminishing NOS on the high slots and instead of the cap booster, I had a second Boost Amplifier. I always ran the NOS and I only boosted to keep me around the 30% mark where the shield recharge rate is the highest.
You really should put 2 NOS's if you plan on running an Xlrg Booster seeing as it eats your cap super fast. You should always be NOSing something when on a lvl 4.

No, seriously, you have to see the fallacy in putting that thing on there. If it's an issue where the minimal amount of recharge you get from the LSE just barely keeps you tanking, try a SBA. However, an unmodified LSBII should absorb L4 damage just fine and a target painter will make your missions even faster. Of course, a torpedo Raven is the best but you need some expensive-ish faction equipment to make that work.
(Leandro, if you ever read this, I am sounding way too much like you. Do you want me to just take over your job of striking down the Raven Setups of Horribleness? ) --- Proud Amarr pilot.

I'm testing my setup on Angel Extravaganza. I'm mopped up the first 4 pockets with my shields hovering between 97%-100% with it being 100% most of the time.
Cheap, effective, and requires NO attention to your capacitor!!!
If you enjoyed my setup, please send me a few isk. I'm trying to save up for a CNR. >_<

Well I officially walked through the whole mission without my shields getting below 97%.
I tried the special gate and there is no way to solo that room. Just way too much aggro. I'm not sure even a CNR could hack it w/o help.

Post some numbers guys...fits are kinda meaningless without skill info.
I can permatank a Raven with with 197 hp/s regen with dps tank of:
EM: 383 Ex: 950 Ki: 634 Th: 475
High 6x Arbalest Cruise Launchers 2x Mission Specific Smart Bomb
Medium 1x X-Large Shield Booster II 2x Shield Boost Amplifier I 2x Mission Specific Active Hardeners II/ Invul II 1x Cap Recharger II
Low 5x Capacitor Flux Coil II
Rigs 3x Capacitor Control Circuits I
This cannot tank whole pockets of a lvl 4 mission but I've pretty much soloed every lvl 4 mission including WC before and after RevII. Biggest issue is high resist faction scram frigs that come in numbers with close range heavy dmg BS for backup.
For some comparison I can tank a Drake to soak dps of:
Em: 523 Ex: 1309 Ki: 873 Th: 654
At battleship 3 and t2 fit with rigs. So if you got a buddy and not the cash for faction gear you might wanna go Drake + a buddy/alt.

I still think my setup has some advantages over yours.
You sacrifice some of your resistances over boosting. You can only fit two hardeners which makes it harder when defending against NPCs that do all types of damage. Having three instead gives more flexibility and less damage taken. Also your setup doesn't allow for any Ballistic Control Systems whereas mine gives you 2. That means I have a lot higher Rate of Fire as well as extra damage boosting my DPS. And the quicker I can kill rats the more money I can make.

Keep in mind that I am using an XL Shield Booster not a Large Shield Booster. It's a lot more shield hp/sec. Yes resists can make up for that, in fact the shield dps soak equation looks like:
(Shield Boost Amount) / (Module Duration) / [ 1 - (Particular Resistance in Decimal Form)]
So increasing resistance has more of an effect on tanking but resist mods have diminishing returns, even ignoring the stacking nerf. Give me the info for above and I can tell you who has the better resists/regen tank. I haven't found a large shield booster setup that beats an XL shield booster setup, in the same price/skill range, atm but I don't think that necessarily means there isn't one.
My shield hp/s regen is 197.67; my resists are: Em: 48.25 Ex: 79.3 Ki: 68.95 Th: 58.6 Also keep in mind it is best to use the most efficient tool you can for the specific job...meaning I find dual rep armor tanks to have a better two resist type permatank then shield tanking. I can easily get Ki and Th over 1000 dps soak without using t2 hards as apposed to this Ravens 700ish for Ki and Th, though the Raven tank is just kinda meh to begin with.

I agree with this. But I tend to overtank in PvE as I prefer slower ISK/hour to losing BSs to stupid bugs/lag/scarm frigs/pirates/RL. If I could afford a permatank that would hold a whole lvl 4 mission I would be using it.

You make some valid points as well, but in most lvl 4 you don't have to worry about a full room of aggro unless you hit the triggers or attack turrets which aggro the whole room.
I might try your setup and see if I can solo the special gate in Angel Extravaganza. I know my setup can't tank the sheer damage, although I'm pretty sure those rooms can't really be done solo unless you have ungodly skills/mods.

OK, here's some setups for permarun (high skills expected): 1) T2 XL booster, SBA T2, caprech T2, 3x hardeners in meds; 2x CPR (T2 or Beta), 1x PDS T2, 2x BCS in lows. 3x CCC runs not exactly perma, but almost - you'll need to turn it off for couple seconds per 2 minutes, as cap recharge is almost 80/sec. Gives you 132 hp/sec boost. 2) DG Large booster (25mil range), 2x SBA T2, 3x hardeners in meds; 3x capflux T2, 2x BCS in lows, 3x CCC. Gives you 133 hp/sec boost. 3) Pith B Large booster in 2) setup - booster price floats around 130mil, gives you 160hp/sec boost. All those setups will be much more effective, if you'll spend around 150mil for LG crystals Alpha, Beta, Delta, Epsilon - skipping expensive Gamma and Omega - you'll get additionally 18,6% boost amount.
