I'm 10 days in now and I just bought and fitted out a Rupture (strongest offensive minmatar cruiser). I'm waiting on a few skills before getting a battlecruiser, such as Spaceship Command IV.
I've been doing missions like crazy for minmatar republic, mostly securities, fleet etc ratting sorta missions. My standing with the republic is about .31 and besides the tutorial agent I also have 3 other minmatar agents roughly at 8.4, 3.9 and 3.9. My standing with security services is about 1.4, with military school about .6 and fleet about .15.
But despite doing easily 50+ missions so far I'm still not seeing that I can use any lvl 2 agents that I've come across. I've got Social 2 trained, and have the book for Connections, but haven't had Social 3 yet so I can use it.
Can someone tell me when or how to get level 2 missions? Am I just not going to the right people or have I not yet reached a certain required standing with some group or person?
Is there a reward for reaching 10 with an agent?
And would it be worth doing lvl 1 missions with a Cruiser meanwhile, would my medium guns work well enough on small ships that I should use them instead of my salvaging Destroyer?
And are complexes worth the time and effort?

Standings work in a tiered fashion, with Faction above Corporation and Corporation above Agent. That is to say, your Faction standing applies to all corporations within that Faction and your Corporation standing applies to all agents within the corporation.
To use an agent, you need to get at least one of those standings up to (Level - 1) * 2.00 + Quality * 0.05. The quickest way to do this is to work for a single corporation, as Faction standing only rises when you finish an Important mission from a Storyline agent, and they only offer you a mission after you have done sixteen missions for their faction.
Standing with an individual agent has two uses:
1) If your standing with their corporation and/or faction plummets, you can still use them to boost your standing with their faction/corporation.
2) Every 1.00 of standing you have with an agent adds +1 to his effective quality, minorly boosting the rewards he gives you.
Having good standing with an individual agent won't help you get access to other agents; concern yourself with increasing your corporation standing. Two or three levels of Connections will make getting level two agents a breeze, once you raise Social high enough to train it.
As for the cruiser: Hang on to it until you're in level two missions. A Rifter should be quite sufficient for your level ones. The cruiser guns can work against the frigates you'll face, but you'll want a stasis webifier and perhaps a target painter to improve your medium guns. Fitting small guns is also an option, but your Rupture won't gain a bonus to them.
As for the complexes, the low level ones aren't all that good, to be honest...

You should be able to browse info on a given Level II agent to see what the requirements are for him/her to be available to you.
IIRC it's a Corp standing of about 2 or so (may be higher, I'm at work so I can't check.)
As for running Level I missions in your cruiser, if you really want to do that stick small turrets on it. Medium turrets will have significant difficulty hitting the frigats that populate these missions. The same advice applies for Level II missions, actually: you'll do better with small turrets than mediums because the majority of enemies will still be frigates.
Your standing with your corp and faction is most significantly affected by doing Storyline missions, which are offered every 16 missions you complete. The standing increases on most Level I missions is tiny, which is why 50+ missions may not nearly be enough unless you're doing the Storyline ones regularly too.

Every time I've been offered a storyline mission (at least 5 times) I've done it. If it's every 16 then I guess I've done closer to 100 missions?
Are destroyers good for lvl 2 missions then?
And is it better to go high quality lvl 1 or low quality lvl 2?

If you have the ship for it, low quality level twos. You'll find them much more rewarding in ISK, standing, and challenge.
Stay away from using destroyers in level twos until you're a bit more confident in yourself. Though they're great for swatting frigates, they're not all that good at taking damage, and you do start to take good amounts of damage in level two missions.

I may have missed it somewhere above, but open up your Map and select My Agents, or Available Agents, or some such under Stars. There should be some low quality L2 agents in Security Services that you can use since you have 1.4 standing with them and you need 1.0 to use Q-20 agents.
You can also click on Show Info for Security Services and it'll list their agents and which ones you can and can't use, plus their requirements, if any (not likely since they're not RnD).
I'd also focus on doing missions for one corp, as that will increase your standing with them faster than spreading out. And train up the Social skills to raise your standing, and the rate you raise it.
I used to get It. Then It changed. Now I don't even know what It is.
