Speed tank means, that your ship moves so fast that a) turrets cannot track them while orbiting (misses a lot), b) missiles explosion velocity is way slower than your speed (missiles do nearly zero damage), c) drones keep up with out (zero DPS).

The problem is its only so effective and unless you are in an interceptor its virtually useless since light or medium drones will be able to keep up with you after you webify them (not to mention guns depending on the type and size)
The days of the fast battleship are gone

It's not just for frigates .. the Vagabond, Machariel, Ishtar, Curse and a few other ships can be loaded up with enough speed mods to take no damage. It's very much all or nothing - if you get webbed or nossed you're in serious trouble.

To avoid being webbed you would need to stay beyond a certain range. NOS is a shorthand term for energy vampires that drain your cap charge.
Webber II has a 10km range. Large NOS II has a 25km range and is a very effective way for battleships to free themselves from tackling frigates.

Webbing obviously has a limited range so if you can track your enemies while maintaining a long orbit (or strafing) you can "tank" the enemy by not being hit. Minmatar Recons have a large bonus to web range however so speed tankers can be ambushed quite effectively.
Nossing is nosferatu, or cap draining weapons. The goal is to disable the enemies microwarp drive, which can destroy their speed and to disable their weapons. Nos has a longer range than webs so is often used to make an enemy disengage. Amarr recons (speed tankers themselves) get a bonus to Nos range so are good anti-speed tankers. For this reason the Curse is so dangerous, able to speed tank, and kill speed tankers making few ships capable of stopping it.
