How do you change the time on the in game clock?

Short Answer: you cant
Long answer: It is set to GMT (Greenwich Mean Time) and is a universal standard used by the world. Using GMT allows people in different timezones to have a common reference. If you need to convert your time to GMT, visit the site below:

Yeah the idea was to have a "server time" that everyone could see and simply work out what time it would be for them. They chose GMT because a) the servers are based in London, which uses GMT for some of the year, and b) because it's the base time all other times are set off.
It also means that players can set times for operations using the ingame time, and let everyone else work it out, rather than saying something along the lines of: "Yeah, operation is at 7pm my time." "What's your time?" "Oh well, I live in Belgium so work it out from that." "What? o_O".
Long story short, you can't change it.

Iceland is in a different longditude to England; they're at GMT-1 (or -2, I forget which).

Longitude has nothing to do with this. Iceland = GMT.
I used to get It. Then It changed. Now I don't even know what It is.

GMT itself does not have DST.
For example, Pacific Standard (PST) is GMT-8. Pacific Daylight (PDT) is GMT-7. London itself switches to British Summer Time (BST) which is GMT+1. Daily downtime is 1100-1200 GMT, and will shift an hour on you when your location switches in/out of DST.
