The skills give bonus when you use Passive Hardeners or when Active Hardeners are inactive.

There are four specific shield compensation skills: EM, Thermic, Explosive and Kinetic. If you train these skills, they give you bonuses to your passive shield resistance amplifiers that can be very good when trained up properly. If you go use active shield hardeners, then the bonuses are not very useful, because they only apply when the module is turned off.
Apart from that, it depends on the ship. If you fly the Drake, the Moa or the Merlin, you can get a sizeable bonus to your shield resistances by training Battlecruisers, Caldari Cruisers and Caldari Frigates. The nice thing about these bonuses is that they are not stacking nerfed.
A Drake with Battlecruisers V and Tech II Active Hardeners has a simply insane tank. ------------

AFAIK You can't improve active shield hardner strength (when the shields are activated) by training any specific skill. The "EM Shield Compensation", "Kinetic Shield Compensation", and their Thermal and Explosive equivalent skills will affect only passive hardners (aka Shield Resistance Amplifiers) all the time, plus add a little to the Active Hardners, but only when they are turned off. If you want to improve active hardner resistance, then it is probably best to train Tactical Shield Manipulation to level 4, which will allow you to fit TechII active hardners, which have 5% more resistance than their Tech I equivalents (i.e. 55% rather than 50%). Depending on which ship you fly, training the piloting skills for that ship type may also increase the base shield resistances. e.g. the Drake has a 5% shield bonus per level of Battlecruiser skill trained.

Thats great thanks guys. I am flying the Drake at present and improving my skills. I was wondering does training the caldari battleship give the same kind of bonus to the raven?
Thanks again,

Thanks again,
No. Read the description for the Raven. It gets bonuses to its cruise missiles/torps for each level of the Caldari Battleship skill you train. ------------
