Drones do not. Most hybrid ships have a very decent drone bay. And of cource there is the tiny detail keeping a warp disruptor running.
The changes are workeable with a curse. With a pilgrim however they are not, at least if you want to kill something other than cruisers. But for that you do not need a pilgrim.

Firstly, we are talking about the curse and the PILGRIM here. One of those has no rangebonus.
Secondly, the OPs tactics are aiming at you and the target both CAPPING OUT. This means no cap. For both. Zero. Dry. Empty. If you keep at 30% max recharge so will he. The OP seems to assume that the target is being stupid and drains it's own cap by using too much energy.
Thirdly, drones attack just fine beyond targeting range. As do fof missiles btw. Yes, I am sure.

Actually at 30% you have the peak cap recharge, so it is pretty much the best place for them to be. They have their maximum possible regeneration at that point.
You can get your own cap below 30% to reduce their below 30% too, but guess what: you won't be able to sustain scram & EW then. A curse with max cap skills has with a MWD 11.36 cap/sec peak recharge. You need almost all of that to sustain scram and EW.

Works only vs small targets. Battleships and even BCs have some much more base cap than the curse/pilgrim that you need to use around the same or more % of your cap to kill the same % cap of your target.
For example:
Curse base cap 1250, harbing base cap 3125. This means the harb has 2.5 more cap than the curse. With maxxed recon & energy emission skills the best named neut kills 3.2 cap for every cap invested. This means if you use neuts and drain your cap from 40% to 30% you will drain its cap from 40% to 27.2%. Yay.
Or, with a geddon its 1250 vs 5312. Meaning it has 4.25 more cap. Meaning if you drain your cap from 40% to 30% with neuts you have drained his cap from 40% to 32.5%.
Solo the neut draining tactic do not really work. You can try to fuel them with a cap injector, but your target can use one to counter that, too, so its no real solution. You need a target to nos and another to neut for it to be effective.

The problem is they can just MWD away from you and you can't do anything about it.
And you have some problems if you get drone aggro. But, yes, a curse will be still workable.
The real problem is the pilgrim. It cannot use disableing EW like the curse and will have to tank at least some of the dps of its target. It cannot do that + ew + tackling and does not have the HP buffer to outlast anything but cruisers.
