definetly NOT working just finished training this skill to lvl 2 last night and made no difference at all to my security status :( what a waste of SP

Deadly I don't think it's supposed to work like that. I allways assumed it meant that you get a better increase with your sec when you kill npc's.
Diplomacy on the other hand does work like that so you will see the bonus to hostile factions as soon as you train each level.
If i'm wrong about it though it wont be the first or last time!

That's how it's supposed to work, and that's what it doesn't do.

The amount it adds is very very small 5% of the increase of the ship you kill
so if you get a security increase of 0.01 from a rat then the increase from the skill will be on the order of 0.0005 / level
though I have to say I posted yes because I know what was going to come next

well diplomacy states: "Skill at interacting with hostile Agents. 0.4 Bonus per level to effective standing towards hostile Agents"
so I would of though this was to boost your standings towards AGENTS only so you can do there missions
Fast Talk states: "Skill at interacting with Concord. 5% Bonus to effective security rating increase."
So this clearly states that your security rating should increase by 5%
can we please get a DEV to clarify how this works please

No, if it was about an increase to your current security rating, it would state: "Skill at interacting with Concord. 5% Bonus to effective security rating." Note the lack of 'increase' in the end, because you don't have to state that twice if they ment it like that. This should be about the increase you get from shooting npc's, so the 0.25% increase for the top 0.0 battleship npc. Which it doesn't, so it's broken.

Anyway as regards to Diplomacy I am pretty sure that training that up to level 4 meant that factions like Amarr, Khanid etc didn't try to shoot me when I traveled through their systems in hi-sec. I did so many missions for Minmatar agents that I needed this skill so I could autopilot through their systems.
It does say in the description it's for interaction with hostile agents but I have a feeling it's not accurate and it aplies to factions and possibly corps as well.
Reminds me of another description that says the Manticore has 1 more launcher than the other 3 races bombers.
PS. unlike a certain brand of wood preserving agents that "do exactly what it says on the tin" things in EvE don't allways.
