I am wanting to become a Gallente, combat pilot but not sure what starting stats to choose. I am looking to do PvE while starting up and down the track I'd like to focus on PvP (not the pirate blobbing, rather patrolling to ensure the security of a corporation home system).
I am wondering if any one could give advise or point me in the right direction to find the information I need?
So far I've checked http://wiki.goonfleet.com/ nice little informative articles, but looking for more than one view point to see which would best suit my playing style.
At the moment I have a Gallente, Gallente blood line, immigrant, soldier with like 4 memory, 7 intelligence, 12 perception and 13 will power (estimates as I can't check in game at the moment). I'm considering deleting this character to regain the name and make a character right a second time around.

Those stats are extremely unbalanced, which we'll get to in a sec. How long have you been playing your character?
Gallente fight in two ways in pvp and pve- hybrid weapons and drones. They normally try to do both, but they have more than their fair share of specialty ships. So you need to decide what area you want to fight in- drones, hybrids or both. If the answer is purely hybrids, your stats are pretty good. If you ever want to use drones as a significant tool in your arenenal, however, your attributes are going to massacre your drone training times, as well as pretty much every other skill out there. You will be awesome at training gunnery, missile launchers and spaceship command, and not much else. I followed the goonfleet character creation guide (Umm- gallente drone specialist I think- the jin-mei), and I'm very happy with my attribute spread, extremely balanced, if a tiny bit high in my charisma.

Gallente, Intaki, Artist - Soldier/Spec Forces
Gives reasonably balanced base stats
Int 8, Per 8+4, Cha 8, Will 7+2, Mem 8

I made Gallente/Intaki with something that increased my perception by +2 and charisma by +2.
I got those stats (filling the 5 points in the lower attributes) : Mem : 7 Per : 8 Will : 8 Int : 8 Cha : 8
If it can be done as said the previous poster, it's better because 8 mem instead of 8 charisma is better (less skills in charisma than memory, drones use memory).
But I like my character build, it's mostly few hours more over a week for the 7 memory and not 8 while training drone skills. -- Pocket drone carriers (tm) enthousiast ! The Vexor Navy Issue is much more fun than the Myrmidon !

It's easier during combat if all your weapons have similar ranges, time spent mentally checking if gun x can shoot that far is time wasted.
Without changing your current setup you can average the ranges out a little by using 2 ammo-types, -range ammo in your LR rails & +range ammo in your SR Rails

Problem is, CPU and power grid can't handle six 150mm rail guns. And I quite like the damage and range out put of the 150mm's
Plus the fall off range over laps.
Also I use thorium charges in all. Maximise range for minimum capacity output.

It's your call, but I would definitely reroll, those are great stats for a short-term character, but once you start learning the engineering, electronics and mechanics you need to pilot the larger ships effectively you're going to be severely slowing your play-time down, but like I said, it's your call

Total stats: 6 Cha 10 Int 7 Mem 9 Per 7 Wil
Gallente-
Gallente: +8 Cha +6 Int +4 Mem +8 Per +4 Wil Added stats: +1 Int +1 Mem +2 Per +1 Wil Immigrant: +2 Per +2 Wil Career: Military/Soldier
Total stats: 8 Cha 7 Int 5 Mem 12 Per 7 Wil
Any recommendations on either? Which one would be best to suit the tasks I wish to preform? (Note I do not wish to change race/blood line. I do not want to 'go with the flow' and look like every one else >.<)

If you use gallente ships, you will use drones. This is a fact
Plus, drones are cheaper in SP to get good at than gunnery. T2 drones are easy to train for.
Its not Drones OR guns, its drones AND guns for gallente.

If your concentrating on combat, and especially pvp, the above are where you will spent many hours of SP generation.
The skill groups highlighted arent just support skills, they are vital support skills. Between them they increase your Shields, Armour, Hull, Powergrid, Capacitor, and Regeneration rates.
The 2 points I moved from Per to Mem, may not seem a lot but they represent months of additional skill training you will have to do.

Caldari is the race for you then- no ecm in the game is better than the caldari ships, hell, they've even got an ecm battleship

Makes sense. Soo.. The Gallente build is more recommended than the Caldari (the one with increased intelligence and less charisma) one?
I'll probably go Gallente or Caldari. Eventually using Caldari ships in the long run. But want to make sure that character build will be useful in that long run.
You're insight so far has been very appreciated.
