I just located a nice quiet, juicy set of belts where i can mine in peace with anchored secure containers. But the the belt has rats in it and I am unsure if my mining rig can tank them. The only real indication I have of there strength is the bounty. Does a higher bounty = harder to kill?
More directly, I am mining in Scythe, and the best i can fit it with while not gimping my mining is 2x amed rocket launchers and a single drone. With my current I can't even put on a shield booster while keeping the RL's. (im working on it). I am unsure if i can tank belt rats in a 0.79 zone without a real tank. The ones I scoped out looked to be small frigs, but i have no idea until i engage them. I could always remove a RL and slap a shield booster on...

Generally, yes.
Some of the difficulty comes from a rat's strengths matching up to your weaknesses, however.
You should be able to handle the rat's in a moderately high security system with a scythe with little difficulty. Even without a shield booster.

Rats in high sec will easily be taken out by 1 or 2 drones.

Back when I was just in my Bantam, I tanked 3-4 rats at the same time in .7 systems with my shield booster and one drone. When I upgraded to an Osprey, .6 systems were no problem. Even with Dread Guristas showing up from time to time.
Do get the shield resistance boosters keyed to the rats you are facing. That will let your shields last a bit longer.

0.5-0.7 rats should not present any danger to a cruiser. Of course you need to have some kind of a tank. Right now it sounds to me that you have close to zero defenses and no tank so yeah, you might run into some problems. Rocket launchers are very limited in range - try fitting standard launchers. Make sure you're using missiles of the damage type that the rat's are weakest to. Besides a shield booster there are other mods that would give you somewhat of a shield tank that you can try to fit - shield hardeners, rechargers, extenders. Try a small shield booster if you can't fit a medium one.
Rat bounty does not really reflect how hard they are to kill. For example, a mining battleship with heavy drones will have more trouble killing the smallers rats with smaller bounties rather than bs-sized rats. But it does reflect how hard the rats will shoot at you :P

I fit 2x RL's because i only have enough cpu for that -OR- 1 standard launcher. Once i get my fitting skills up, I'll go with 2x assault launchers.
I've found that as long as i pay attention, I can get by w/o a tank in a cruiser. Rat specific rockets FTW. The spawns in the 0.5 sector i mine in go down before my shields do, and i regen to full before the next spawn. That said, I fit a small armor rep, since it takes less cpu than a small shield booster. Also helps if i go AFK for a 1 minute or two.
Tanking things with my Hoarder is a joke. I dont even bother with the shield booster unless I am spending the time to place a s new secure container. Firing back is even more a joke, as there is only enough grid to put a small AC, which does little to no dmg unless i have rats epcific ammo.
