I found a 0.75 security status zone on the eve 2d maps but it game it is a 0.80 zone. Eve-info also has .75 listed. Several other nearby zones are the same way.
Was there a big change sometime in the past that upper the security status of several areas? Where can i find maps that are up to date?

Those maps are up to date.
The game displays the sec status to 1 dp, while the actual sec status can be to 2 dp.
It's only really important when you're going into 0.0 space, as it all gets rounded to 0.0 while in reality it can be down to -1. As you get closer to -1, the rats and the loot get better and better.

The info is in the data export. CCP releases the raw data regarding all sorts of PvE stuff, like agents, systems, and rats. It's how people make sites like www.eve-agents.com and others. If you know how to sort through the information and put it all together it is very useful. ----------------------------------------------------

Yep, every serious 0.0 player will have either ombrey's maps or This bookmarked, however, until you're in 0.0, you can generally ignore it. The only area it could be of benefit- if a system is, say, 0.495, it will show up in game as a 0.5 system. To my knowlege, however, concord will not intervene on your behalf in this system, since It's not actually 5. I might be completely wrong about that, it's just what I've heard

Does it really matter that much wheter you rat in a -0.13 or a -0.90 system? I mean, does a sys close to -1.0 give more BS spawns, more faction spawns or (as mentioned above) better loot? And about the loot: how much better is it? Can someone tell based on their own experience please?

A -.13 system will have very few BS spawns, and any BS that do spawn will have very low bounties (like 350k). Wheras a system with a -.90 will have many more BS spaws, and the BS spawns will be much better overall (like 3x 1.8M BS).
I have not personally ran into any faction/officer spawns, as I don't rat hardcore full-time, and am a bit unlucky I guess. But in general I have found that the higher the bounty on the rats, the better the loot drops. -=^=-

Does the indicated status in the upper left show .8 or .7? If it shows .7 you should be able to anchor, but if it really is .75 then it should round up to .8 and show .8 (to my understanding anyway) -=^=-

The fact that you can't anchor in a 0.75 security system is irrelevant as all security ratings are rounded to 2 digits.
Let's take this step by step:
The game shows security status with 2 digits (1.0, 0.9, etc). The security status ingame is actually a rounded value of a figure with more significant digits. You can't anchor things in 0.8 or higher (not 0.80 as you seem to think), that rule uses the same rounded numbers as shown ingame. If it used the 'true security', the rule would say you can't anchor in 0.75 or higher. =AFK=

It also affects some very-low-sec systems (like Balas) which have a True Sec of 0.04 or less. These are displayed as "0.0" but you are still in Empire and will still take a sec hit if you attack somebody.

That should have been fixed a while ago so that it rounds up to 0.1.
I used to get It. Then It changed. Now I don't even know what It is.

With anchoring the system security rating must be 0.74 or less. Because most people deal with 1 digit security rating you will see a message that you cannot anchor in 0.8 systems. A systems with 0.75 security rounds to 0.8, therefore, you cannot anchor in sytems with 0.75 or higher sec rating.
Same goes for CONCORD, they will show up in any system with a true secutiy rating of 0.45 or higher.
The 1 execption to security status rounding is 0.0 - 0.05. As mentioned by someone else, anything with a security status > 0.0 will now round up to 0.1.
The 2D maps used to show a few 0.45 systems as low sec, but Ombey has done a great job of updating those maps.
As for where to get the true security status, it is published by CCP in the data dump. There is a whole wealth of information in there, not just stuff about the map.
