Well its all in the name, im a noob after an ishkur and wondering what skills i would need to get it, and make it atleast half effecitve.

Cap Skills to 4, you'll need it so you can perma run a SAR II. You want the armor comp skills to at least 3, make sure you can USE a Small Armor Repairer II. Maybe T2 Hybrids, that's not too important. Some Nav skills, to keep it quick. The short answer: Look up a fitting in the Ships & Modules forum, and train everything you need to use the modules.
The long answer: A complete list of skills:
For Drones: Drones - 1 drone per level Scout Drone Operation - drone range Drone Interfacing - drone damage Combat Drone Operation - drone damage Racial Drone Specializations - allows the use of tech 2 drones Drone Sharpshooting (keep 1 level higher than navigation) - drone accuracy Drone Navigation (keep 1 level lower than sharpshooting) - drone speed Drone Durability - drone health
For Guns: Gunnery - rate of fire, prerequisite Small Hybrid Turret - damage, prerequisite Small Blaster Specialization - allows the use of tech 2 blasters Rapid Firing - rate of fire Motion Prediction - tracking Controlled Bursts - reduced energy consumption per shot Sharpshooter - optimal range Trajectory Analysis - falloff Surgical Strike - damage
For Tanking: Mechanic - prerequisite Hull Upgrades - armor HP, allows the use of most armor tanking modules Repair Systems - repair rate, allows the use of repair modules EM/Thermic/Kinetic/Explosive Armor Compensation - increases the specific resist when using passive hardeners
For Navigation: Navigation - increases speed Evasive Maneuvering - increases turning Afterburners - allows the use of afterburners, prerequisite for High Speed Maneuvering Acceleration Control - capacitor use of afterburners and micro warp drives High Speed Maneuvering - allows the use of micro warp drives
For Fitting/Capacitor: Electronics - CPU output Engineering - powergrid output Weapon Upgrades - CPU usage of weapons Adv Weapon Upgrades - powergrid usage of weapons Energy Systems Operation - capacitor recharge Energy Management - maximum capacitor
And anything you need to use other modules not mentioned here.

Careful with this one. Sharpshooting does not help counter the issues with navigation, it has done so, but been patched back and forth and this effect is long since gone. Only solution today is to not train navigation to five. Hopefully it will be fixed again soon.
Alts is just another name for inbreeders.
