I bought the character in the following thread: http://oldforums.eveonline.com/?a=topic&threadID=580683
The character received is a noob char from character creation. Eve-mail exchanged reaffirms that the seller commited character scam.
What type of petition do you file (I filed exploit)? How long does the petition to get resolved or processed? Does the isk get returned? What happens if scammer claims contracts/market items with isk?

You should notice your wallet fill up nicely and CCP will probably send you an EVE mail explaining what they've done.

And file a petition, immediate perma-ban as far as I understand it.
EDIT: Go back to that thread and quote the initial text, so it can not be edited, and so the link can not be edited by the scammer.

Exploit is the correct type of petition.
They are normally handled very quickly as it is among the highest priority of petitions with the greatest number of GM's available to assist.
Doesn't matter what the scammer does with the ISK, CCP can still give it back to you even if they need to create the ISK. CCP will flush out any attempts to launder the ISK, then ban those involved.

If you have an evemail with the details then there should be no need to do anything in the thread, just don't delete the EveMail. In any case, quoting on the forums proofs nothing as you can edit the quote as easily as he can edit his post. That is why the EveMail is an important part of the transaction.
As a tip, in future if you see an ! as the picture of the character being traded, expect it to be a scam.

I agree, but quoting still creates a record, and it can be easily confirmed with all the caching done on forums, by comparing edit times, which quote is genuine and which one is not, just an additional precaution thats all.
