Why not implement NPC sale of attack licenses. These would work as follows: player x has a good standing with NPC government or Corp (not pc corp, cause that kind of defeats the issue), and receives for a fee a license (letter of marque, whatever you want to call it) that he may fire at targets he deems are 'attacking' him at no security loss. Players destroyed as the result of 'letters of marque' are automatically considered to be insured at the highest level on ship and cargo (are reimbursed by the corp that issued the letter of marque). Prerequisites for receiving such a license are a good standing and good sec rating. A tax version (ie player gives 5-10% of all income to corp that issues letter of marque while he holds it) might also be a possibility. This way exploits should be minimal, and then an 'honest' player would be able to finally nail that annoying can thief - albeit at a cost (in ISK rather than sec. rating).
Also, on Jumpgates a popup that issues a warning on ship and/or podkills (say 10+, because the occaisional loss can't be avoided)in last 1 hour in target system might be useful, with the question do you still want to jump to system. Should be able to be turned off, but always pops up again at every new logon for instance. That way campers could be avoided, and it saves noobs from making a possibly costly mistake. People make a then 'concious' choice to enter a known dangerous system or not.

I'm not a pirate myself and have been victimised in this fashion in the past, but I think your idea would kill pirating even more than has already happened.
While I'm not a pirate I AM a PVP player and I don't want to see this game carebareized any more than it is already. My main reason for playing this game is because of the risks involved, without them there would be no reason to play.

Hmmm .. the notion of an 'attack licence' could be an interesting *expansion* of pvp opportunities rather than a restriction.
This could play into the bounty-hunting side of things, as well as expanding the possible areas of operation for all kinds of pvp players.
It would of course depend onm the details.

The idea actually makes piracy easier rather than more difficult - but it does reduce the risk of being victimised by griefers,who are exploiting the 'stupidity' of concorde and NPC's in general. It opens up the possibility of PvP in 'secure' space, as well as making 'secure' space more daunting for pirates and others of their ilk - which is the way it should be. After all, what about a popular caldari trader firing at a Gallentean can thief in Caldari space - present system favours Gallentean, my system would favour Caldari - its for you to decide if my system is more 'politically correct' or not...

Hm. I see this "License to Kill" idea being an easy exploit for pirates.
After all, it just makes gate-camping in 1.0 legal.
While I'd like to blast the can thief as much as the next gal, I think more thought needs to be put into this.

Well, first of all these licenses would cost, so why would a pirate want to pay for something. Secondly he'd need to have the corresponding ratings to get one (not likely to have them). Thirdly, I didn't say that guns and concorde wouldn't react, I just said player doesn't lose sec rating. I will concede, however, that guns and NPC responses in general should be improved - guns need to fire at ANYONE that shoots in their vicinity (I mean aren't these areas of space supposed to be secure) and at much greater range. That would effectively ensure that gatecamping slowly dies out in systems with sentry guns. So basically, if someone wants to keep his 'clean record' then he has the opportunity to do so - but only after a lot of hard work and a lot of ISK.
