It's a bit of a puzzle to me. It has two special modules - one "siege"-type module that makes it immobile for 10 minutes, and a capital tractor beam. It looks like the intended purpose of this ship is to sit in an asteroid belt, pulling in cans as miners fill them, and compressing the ore.
Is anyone actually going to risk their 2bil investment by sitting it in an asteroid belt? Remember, these things won't be able to enter high sec. They have basically zero protection if a small band of pirates turns up.
The counter is of course, to have some combat pilots standing by. Two problems with this - firstly, it's very very boring for the combat pilots, and they'll eventually make an excuse to log off and go play bioshock. Secondly, those are pilots who aren't mining. So the overall efficiency of a mining op with a rorqual in it is actually lowered. A barge/hauler op doesn't need protection, so every pilot can mine or haul.
So the question is: what actual benefit does a rorqual give to a mining op? The only good thing about it as far as I can see is the ability to compress stuff after the module refining nerf hits.

Throw down a small POS in 0.0. Have the mining opp haul to the POS then use the Roq to compress the Ore and jump it to NPC space where you have perfect refining / no taxes.

What's this I hear about mining ops not needing protection? The 0.0 BS spawns are now handing out fluffy bunnies instead of shooting? Wandering pirates and gankers are playing nice and friendly as well? I guess we should all take down the POS guns and turn off the forcefields since the universe has become so friendly.
The ORE cap ship gives about 80% ore compression ratios, which isn't quite as good as breaking the ore down into minerals, but it's a lot better than having to haul the bulk out without compression. Also, as a cap ship, it can jump from system to system to places where you might not want or be able to set up a POS. Expensive, yes. Does it speed up a mining op, yes. Is it boring for a combat pilot to just sit there staring at rocks, yes. It costs a fortune because it's huge and useful if used properly. With ore compression, the haulers heading back to base make 1/5 the trips normally done. (Fewer trips = lower odds of some noticing hauler traffic) And for boredom, some of us will pay the combat pilots in Isk, ammo and replacement ships (it happens) for the time. And during the op, we're on Ventrilo, joking around, and having a good time.
Just because YOU can't figure out how to make something work for you does not mean that it is useless.
(And yes, I plan to get one of those massive mothers when skills and time permit) _______________________________

The vulnerability of the Rorqual is overdramatized. It gets 5 tech2 sentries with crazy bonuses and a capital tank, plus the protection the mining op has anyway. Add in a few carriers on standby (the alts/mains of those people sitting in hulks mining, for example?) and the fact that you don't need to enter industrial core mode to use the capital tractors, and the fact that nothing aside from being in the system to scan will reveal the presence of a Rorqual at all, then you have a pretty hard to kill target. Add a logistics cruiser or two, and covops scouts in the surrounding system for good measure, then the enemy has even more troubles getting a foot in the door.
Nothing short of a spy can get a sincere capital assault mounted on a system in precisely the 10 minute window where the Rorqual proceeds to compress the collected ore for a single cycle of its industrial core mode. And no roaming gang is going to scratch a tanked capital ship that has both protection and reinforcements on standby.

I dunno, I've seen a chimera almost killed while on a station with only 4 battlecruisers, 9 some cruisers and a small mix of frigs (we got him into structure when his buddy took a nanophoon and bumped him into dock range). This all happen in about... 6 or 7 minutes. One or two more minutes and it would've been dead. . We managed to kill a fighter though...
So really, this ships meant to sit a POS that it deploys from it's cargohold.

#1. That pilot was probably either unfit or didn't have a clue how to use his ship.
#2. I believe Nos's got 'fixed' in this last patch making all tanks better.
#3. A good carrier pilot would have been tanking and had his friend web you so he could wtfpwn you.
With those points made, the Rorq should be fine so long as it doesn't get jumped by a big bs or capital gang.
