my 5 cents..... as a user of coverts and cloaking recons
put a 2 hour time-out on the cloak.... if it times-out after an couple of hours of inactivity then perhaps it will help to reduce people using the afk cloaker in system as a military tactic and reduced people reduced load on servers and that can't be a bad thing
Any cloaker checking his scanner, or moving from one place to another would be enough to keep the cloak live.
That way you could still pop to the shops or make the tea without risking discovery and death, but the lazy afk cloaker is at risk of waking up in the cloning bay.
BTW, Aaron, this is the single most stupid thing I've yet seen you post and thats saying something

I kind of see the threat of a cloaked ship to be the same as a dude with his hand in his coat pocket, pointing it @ me. Either way, I'm running (or fighting, depending) when I see the gun. Personally, when I enter a 0.0 system I find cloaked ships are less of a concern to me than ones that don't have a cloak running.... a cloaked ship as stated in many previous posts can't warp, target, shoot or move fast enough to be a bump threat even. A non cloaked ship can warp, target, shoot and in most cases move "fast"..... It sounds to me that the people complaining about afk cloakers wouldn't stay and go about their business if a baddie was cloaked or not. One last blurb from me..... take two identical ships piloted by two identical pilots; both are pirates, both want to kill you. One has a cloak on and running, the other has another gun or nos fitted instead. The cloaked pirate just so happens to be in the belt you are. At the same time he decloaks and starts his countdown to being able to target you; the non cloak pirate finishes warping in (for the sake of arguement both pirates are now at the same distance from you) ... and begins targeting you immediately. From a fight or flight perspective, if you're unprepaired when a guy warps in or decloaks, the end result is the same; run away or stay and fight. It's just easier for me to get away from a guy who hasn't locked me by the time I get into warp. =p

How is it griefing 
Ok, so there is a cloaked recon in local, you are ratting in your npc fitted BS. He decloaks and scrams you.
Now..here is the point, a cloaking recon does not do a lot of dps, so how is it so hard for you to warp your mates into the belt and gank him before he slowly chews his way through your tank.
The only threat they (or I ) pose, is if you are afk ratting, running a macro, or have no idea how to coordinate a gang while you hold space 
Seriously...30 people in local, and not one comes to help the poor ratter..that is not a problem of cloaks, but a problem of communication
Fix afk ratters, and badly organised corps before you blame ONE cloaking recon for locking you down 
Second thoughts...leave it as it is, one day they will work out how to operate as team

I like this idea, CCP should really do it. And while they are at it come out with a new capital ship for Enterprising corporations called a Galaxy class ship...allow it to break into two parts to attack independent of each other...It will be the Next Generation of ships. Allow it to be armed with quantum torpedoes that can pass threw shields and hit the hull directly.
Give me a break....

30 Players of the same alliance in a system. A random "we are the 0.0 big boys" alliance.
1 Neutral/Hostile appears in local. He's known to have cloaking capabilities.
30 vs 1.
And somebody even dare to whine "stop the cloaking griefer"?
Switch to some other game, Aaron. Nobody will miss you.

Cloaks are doing exactly what they were designed to do. So you are scared of someone who has given up a weapon slot to fit a cloak? Scared of someone who is flying solo in a heavily defended area? WTF has Eve come to when one solo player can shut down a whole corp by sitting AFK cloaked? If your corp can't defend your territory against one player when they do decide to attack, you shouldn't even be in lowsec or 0.0
I know, let's nerf Eve so far that attacking anyone in gangs less than 200 with at leat two Titans is suicidal

Of course, the ACTUAL threat of a cloaker in local, is generally the possibility that at some stage, when you aren't expecting it, he will set up a warp in point on you, maybe uncloak and scramble, as a gang of 20 roamers jumps in and warps to him.
But its part of the game. If someone wants to invest that sort of patience in a gank- then credit to them.
Removing local doesnt really work imo. It would presumably just kill off solo ratting completely, as it would be just too dangerous.

The Defiant in DS9 never fired when cloaked, It did recieve an upgrade from the romulans because the Breen (Jam Hadar Allies) had energy dampening weapons that could drain any federation ships power.
The idea of cloaking when firing is from Star Trek VI The Undiscovered Country, The klingons had just had a serious accident on their planet and had asked the federation for assistance,
The Klingons and the Federation were close to signing a NAP, however, there were factions among the Klingons and the Federation that didnt agree with the NAP and had planned to assasinate the Federation leader, The leader of this faction was General Chang,
Kirk learns of the plot to assasinate the leader and goes to try and save the day, before he can stop the assasin he is attacked by General Chang in a cloaked klingon Warbird, that can fire when cloaked.
Kirk defeats this special ship by reconfiguring a few torpedoes to target the cloaked ships exhaust emmissions, then goes to kill the assasin and saves the day.
So to all those who think the idea of a cloaked ship is a stupid idea, think again, I certanly think it deserves more debate than simply telling me im stupid.
I can admit that it was a bit silly to think it was a solution to the grief tactic i mentioned earlier, But who cares its only a game right?
BTW, to all those who posted im stupid they will soon have me camping their systems in a cloaked ship for 6 months.
