I sure hope, it does! Dictors have had it way too easy in the past.
I would even go one step further and let a bubble drop count as agression. It's beyond me why a dictor should be able to stop a fleet, jump through the gate he just bubbled and go his merry way.
Dictors move as fast as interceptors. They can easily maneuver out of their bubble and escape.

Obivously you've never had the joy of flying an Eris 
Theres no agro for anchoring a normal bubble, so why have agro on a dictor bubble.

i dont see whats so hard about sitting at a gate, looking for gatefires and then checking local. Or just drop a bubble every time.

Question : Will it stop the ppl already in warp. So U wait 100km to gate scanner open. U see a frigate coming in at scanner and drop bubble... Will frigate be pulled to bubble in new changes?

well I know that placing a bubble in the path of someones warp tunnel (like they're already in warp) will pull them out of it. I think this change will follow suit and make it so people who have already started warping will still be pulled out if the bubble was made after they started to warp. I dont know for sure though.
