For some reason I still don't have access to level 4 agents. I have my social skills up to 4 (except for negotiation which is at 3). What do I need to do in order to get them? Do have have to run a ton of level 3 missions first?

I believe that's it, anyways... it lets you find agents anywhere in the game very quickly and very easily. great for comparing what you can access, as well as quality and how much standings it takes to get to the next level.
Also, in answer to your question... You have to have a high enough standings with the corp you want to run Lvl 4 missions for. I believe that the lowest quality lvl 4's start at 5.1 standing. I've only looked at Caldari Navy, but I'd assume that other corps would be on par to that.
Just training up your social skills alone wont give you instant access, you'll need to start at lvl 2 or 3 missions first and grind up some standings. Alternatively, you could piggy back with someone who is already running 4's, and that should get you there faster.
And with high social skills, it's not a ton of level 3 missions, but it will take a few.

Thanks for the response. I have been running level 3 for awhile (mainly I'm in 0.0, but I run missions from time to time). I know I have at least over 5.1 with at least one.
I'm wondering if I'm not mission cursed somehow by not finishing a significant mission several months ago. It was one where you "graduate" after finishing a story line mission. You are supposed to bring a gradation certificate to some agent at the end. The mission was bugged when I ran it. CCP fixed it quickly by canceling the mission without me losing status, but I never re-ran the mission. I do have a certificate now. I guess I can try taking it to that agent and seeing what happens.

Find the agent you want to run for - it will tell you the standing you need to use him / her. Then do the highest lvl mission you can to increase your standing until you can use that agent.

Tripps, it isn't your standing with a particular agent from that corporation that counts. You need to have 5.1+ish standing with the corporation itself. If you just look at the corporation info -> agents tab, it will show you a list of all their agents. Look at the level 4 lowest on the list, as it requires the least standings, and check out what he requires as far as standings go.
