Yup. They are called Commanders. Not officers. Officers are Estamel etc. and only spawn in 0.0 belts (and probably at gates too?).

Makes me think. If anyone knows if officers can spawn in Complexes. But I think that would need a dev reponse to be sure.
0.0 ones, of course.

My first commander showed up, with a nice bpc as a reward, so i can say personally that those rats appear -----------------------------

Only just a few days ago i killed a Shadow Core Flotilla Admiral while doing The Blockade mission (level IV). The rat was there in the first place, at least i didn't see it... I killed some rats, i had to leave for a couple of hours or more, and when i came back home and went to finish the mission, the Shadow rat was there... just a bit over 1 million in bounty, it droped nothing worth remembering, and it gave a security increase of 0,225... Still it was a nice and unexpected encounter, if only i could understand what triggered it's arrival....

Randomness. There is a random chance for a Commander in Blockade. Of course, Shadow Core is no real commander. What you are looking for is Shadow Serpentis.

True, if the name provided by Fer is correct, the rat should have a bounty of 4+ millions, not 1 mil -----------------------------

No, he is quite correct. Shadow Core Flotilla Admiral has a 1 mil bounty. But it is NOT a real commander. Core = Deadspace Serpentis Battleship = Crap loot and bounty, even if it is a Shadow. Real Commander would be Shadow Serpentis Flotilla Admiral.

Any named rat, meaning the main boss have a name, I would call them "officers", since commanders are true, dread, shadow and domination. Kruul would be such an "officer", but that "thing" don't drop any faction loot. There are story line missions that spawn rat with a name, and that one always drop faction loot. By saying that, I h_o_p_e ccp not will destroy the loot table more than todays status.
I would say that all rats with a "real" name should have a chance to drop faction loot or any valueable items since they are in charge. It seems to me that bodyguard rats drops better loot than the main boss rat and that doesn't make any sense. Real officers are located deep into 0.0 space where the faction rats have their HQs and stations with agents. Commanders (see above) are to be found in 0.6 and lower. Dunno about 0.7 systems.

I found an 'Angel Haven' encounter site when I was looking for a radar the other day. Since it was in a station system I decided to get my combat ship and get rid of it.
Domination Seraphim (9.3mil commander spawn) popped up in the fourth respawn wave, and dropped a +3 halo. I might be clearing these things out a little more often.

The last destination included Heysus Sarpati, a Serpentis Officer with a 32,750,000 ISK bounty. He dropped a Core X-Type Armor hardener for us. Sarpati is listed as a storyline mission battleship, so there are no modules with his name on them. However, with bounty and loot drop like that we weren't complaining

Wow, what region did he spawn in? I am right in guessing it has Serpentis sovereignty? I really would love to see an officer, even if he is just a deadspace story guy.

I did a high sec ( .6 )escalation path the other day think the Escalation was named Mind flood. Got a Core X-type hardener off of him with sever shadows serps at the wapr gates at every stage though he was only in an assualt ship since it was a high sec escalation.

I found 4 shadow serpentis commander frigates in 0.8 belts, all 4 dropped shadow ammo and 2 of them dropped low-grade snake inplants (alpha and gamma), the overseer in a 1/10 (!) dropped me shadow serpentis energized thermal & reactive membranes, quite amazing actually
