I have been playing a lot of Stars! lately so please forgive me.
Mass Diver Associated Skill: Packet Physics POS Structure that is capable of flinging large amounts of materials across vast distances. The Mass Driver would be able to send just about anything including repackaged ships and modules to any station within its range. Each level of the Packet Physics skill would increase the range by 1 jump with the max range being 4 jumps. Since these packets will not be traveling thru the stargate system each solar system they cross would add a full day to the transit time.

So, it's safe (but slooooow logistics? I kinda like it, kinda don't. Make it 0.0 only (I can just see what happens if one of these packets flies past Jita 4-4, it wouldn't be pretty). Outside the Forcefield, so that people can attack your logistics. And, a la Stars!, you need to have an equally powerful Mass Driver at the destination. If there isn't one online there, the packet is lost.
But seriously, lets go all the way. . . Warp 16 Packet Bombardment as an anti-outpost weapon

Seems to me that if you are going to try to physically move the ore across the vast distances between systems, wihtout the worm-hole whatever the stargates create, we're talking something a LOT longer then a day.
Without a warp engine on the cargo, I'm not sure how it would be able to travel faster than the speed of light, so you're talking about, well, just over one year per light-year it needs to travel.
It seems a jump bridge and a freighter, is the only feasable way to move the items.

This might be useful if you could link it to a Stationary Cynosural Generator or a jump bridge. "Fire" the packet though the wormhole and, well basically allow you to link two or more POS production chains together to work automatically. Kind of like a linked silo. Example: POS A produces half the parts for a mod, while POS B produces the other half. Both POS A and B have a Mass driver that will "fire" these parts automatically when a set level is reached through a portal (that has to be generated) to the mass driver at POS C, where it sits until emptied into something else and the end product is made. Takes some of the hauling out while maintaining an expence (Portal fuel). I could see some corps use it.
