There could obviously be some issues whereas maybe the character database on Singularity might have a different set of tables/columns/whatever and thus might need some conversion... but I think that the idea holds some merit nonetheless
Basically, all CCP should need to do is add the character id to a table indicating that the character needs to be copied to a temporary database during the next tranquility downtime. Once copied, the character id could be removed from that database. Then during singularity's downtime, it copies characters from the temporary database to its own and then removes the characters from said temporary database once copied.
A mere 24 hours at most, and you've got your character transferred... and at very little cost to existing downtimes' timings. I'm certainly willing to wait 24 hours to be able to copy my character data over to try to test various things that I hadn't been able to test before. What's to lose?

You need to take into account the fact that the character could have changed corporations since the last mirror. If the corporation to which the character has changed is a corporation which was created after the mirror, then the corporation would need to be copied as well. If the corporation is part of an alliance, then the alliance would also need to be copied.
Now that a whole corporation and alliance is being copied, you're talking about interrupting other characters' work on Singularity. Either that, or you could end up in a corporation with no existing CEO on Sisi because the current CEO was in a different corporation at the time of the mirror... or at the very least, wasn't the CEO at the time of the mirror.
Or, suppose you are now the CEO of an existing corporation. What happens to the previous CEO? Does he just get chucked out?
What if this new alliance has a couple other corporations in different alliances at the time of the mirror. You could interrupt various sovereignty-type tests if those corporations were to get updated.
Thinking more about this ... the best solution would be to copy *only* the character's skillset and skill training process, and not copy any sort of other information (asset changes, jump/clone location/implant set changes, roles changes, corporation changes, alliance changes, etc).
Copying only the skill data and nothing else would prevent such a cascade effect from occuring. So it is] in fact that simple.
Just wanted to make sure that's clear for CCP.
Of course, if CCP is testing some specific skill, they'd have to re-apply that specific skill's data after the copy (so, f.ex, before releasing remote hull repairers, everyone on Sisi had remote hull repairer trained to level 5 for free... that would have to be re-applied).
This is a great suggestion, gentlemen.

I'm suppose it wouldn't be so hard to get the skill data only. I mean, even Evemon can do it, CCP would just need to make SiSi ignore corp/assets/etc data when mirroring a character, and change only the skills.

Adding to this, It would be wise to add some restrictions to this process, if it ever goes live on Sisi someday :
- Only registered AND ACTIVE accounts, could apply to this feature. - Only ONE copy of your TQ's skillsheet/training skill may be copied per month. Read, when a copy has been done, you'll have to wait 30 days until you can do it again (It would prevent someone doing it the 29th of a month and redo it the 2nd of the following month).
CCP could also keep the old (current) system, to do mirrors as it's currently being done, to mirror the other things, as it was mentionned before (assets/corps/alliances etc). Once a mirror by CCP has been done, however, the 30-days timer for individual copies would be reset.

That's funny. I'm still in FREGE Alliance on Singularity.
But you are right with starbases being deleted.
